YBO - Under the direction of the Party Central Committee, the National Assembly, and the Government, the provincial Party Committee issued Action Programme No. 135-CTr/ TU dated November 18, 2022 on the implementation of political tasks in 2023 with the motto "Drastic actions, creativity, discipline, acceleration, effectiveness".

The province identified 40 main targets and asssigned nearly 330 tasks to all-level party committees and organisations, and officials holding leading positions.
According to the report of the Evaluation Council which is in charge of appraisal and rewarding collectives and individuals in the implementation of the programme, agencies, units and localities completed assigned targets and tasks. In particular, seven units exceeded the assigned targets and tasks by 145% or more, nearly doubling the 2022’s figure.
Speaking at a conference which reviewed the execution of political tasks in 2023, Secretary of the provincial Party Committee Do Duc Duy lauded outstanding achievements that the party committees, administrations, agencies, officials, party members, armed forces and local residents had obtained last year. Specifically, the province's economy continued to maintain a relatively good growth rate, the gross regional domestic products (GRDP) expanded by 7.24% and the average GRDP growth in the first three years of the tenure reached 7.24% per year, ranking 5th out of 14 provinces in the region. The economy continued to be restructured in a positive manner.
The transport infrastructure system connecting regions, inter-regions, urban infrastructure, and industrial parks continued to be upgraded in a synchronous and modern manner, creating a driving force to promote the province's socio-economic development. Progress was made in the field of socio-culture while the quality of education and training and people's health care was improved. Social security was guaranteed while poverty was reduced sustainably.

The happiness index of Yen Bai people reached 65.62%, an increase of 12.32% compared to the beginning of the tenure. National defence and security were strengthened and social safety and order were guaranteed. The Party building work and the political system achieved many important results in many creative and effective ways.
The official called on Party Committees, all-level administrations, business community and people of all ethnic groups in the province to promote the tradition of revolutionary heroes, the strength of great national unity, the will of self-reliance and creativity to overcome all difficulties, determining to successfully and implement the targets and tasks of 2024, basically fulfilling targets and tasks set in the Resolution of the 19th Provincial Party Congress.
On this occasion, 62 agencies, units, localities and 71 individuals were awarded for excellently surpassing assigned targets and tasks. Nine units and localities were rewarded for their outstanding achievements in directing and implementing state budget collection tasks in 2023./.

As part of the implementation of the Rural Transport Development Scheme in Yen Bai Province for the 2021–2025 period, various levels of government, departments, and localities have actively coordinated efforts and integrated multiple funding sources to invest in the development of the rural transport system.
In recent years, Yen Bai Province has prioritized the development of education and training in ethnic minority and mountainous areas with the aim of raising intellectual standards, nurturing talent, promoting socio-economic development, and reducing poverty. As of now, nearly 40% of ethnic minority students across the province are benefiting from educational support policies through boarding and semi-boarding schools.
By 2025, the mountainous district of Mu Cang Chai (MCC) aims to increase the percentage of its workforce with vocational training to 58%, focusing particularly on agriculture and tourism services.
As part of the implementation of the 2021–2025 National Target Programs (NTPs), Tran Yen District has disbursed over VND 70 billion as of the end of March 2025. Of this amount, nearly VND 56 billion came from the central government budget, while more than VND 13.5 billion was sourced from the local budget.
