Yen Bai: Over 1,800 Kilometers of Cement Concrete Roads Built, Surpassing Targets

YBO - As part of the implementation of the Rural Transport Development Scheme in Yen Bai Province for the 2021–2025 period, various levels of government, departments, and localities have actively coordinated efforts and integrated multiple funding sources to invest in the development of the rural transport system.

To date, the province has concretized 1,885 kilometers of cement concrete roads, achieving 209.4% of the 900-kilometer target set by the Scheme. Additionally, over 91 kilometers of concrete roads have been widened (91.1% of the 100-kilometer target); 312 kilometers of new or expanded earthen roads have been constructed (208% of the 150-kilometer plan); and 1,565 drainage structures of various types have been built (156.6% of the 1,000-structure goal).

In total, under the Action Program No. 10-CTr/TU dated October 30, 2020, issued by the Yen Bai Provincial Party Committee, the province has completed 2,218 kilometers of cement concrete roads, meeting 110.9% of the plan.

The implementation of the Scheme has made a significant contribution to fulfilling and enhancing Criterion No. 2 on transportation in the National Target Program on New Rural Development. To date, five localities have met the standards or completed the tasks of building new rural areas, including Yen Bai City, Nghia Lo Town, and the districts of Tran Yen, Yen Binh, and Van Yen. Across the province, 123 out of 150 communes (82%) have met Criterion No. 2, and the proportion of concretized rural roads has reached 77.3%.

In 2025, Yen Bai Province plans to continue concretizing 400 kilometers of rural roads, including: 346 kilometers under the Rural Transport Development Scheme and 54 kilometers funded by other sources such as the National Target Program for Sustainable Poverty Reduction and socialized capital. Other targets include 11.7 kilometers of roadbed and pavement widening, 27.5 kilometers of newly opened earthen roads, 8.5 kilometers of expanded earthen roads, and the construction of 171 drainage structures (including bridges and other related works). The total estimated budget for implementation in 2025 is VND 109 billion, sourced from provincial budget support.

To meet these goals, Yen Bai will intensify public awareness campaigns, especially in remote and mountainous areas, emphasizing the role of rural transport development in connection with the new rural development program. Provincial departments and agencies will regularly provide guidance and timely support to localities in overcoming difficulties and obstacles; ensure the effective and appropriate use of funds; and balance counterpart capital from district-level budgets while mobilizing other lawful resources. District-level People's Committees will closely direct investment preparation, technical report appraisal, and approval in accordance with regulated scale and technical standards, ensuring sufficient road shoulders and side ditches.

Simultaneously, the province will encourage agencies, units, enterprises, organizations, and citizens both within and outside the province to contribute to the development of rural infrastructure, effectively advancing the new rural development program, building a civilized urban environment, and promoting sustainable poverty reduction.

As part of the implementation of the 2021–2025 National Target Programs (NTPs), Tran Yen District has disbursed over VND 70 billion as of the end of March 2025. Of this amount, nearly VND 56 billion came from the central government budget, while more than VND 13.5 billion was sourced from the local budget.
