In line with the nation-wide celebration of the 50th anniversary of the Reunification of Vietnam (April 30, 1975 – April 30, 2025), a ceremony was held simultaneously across the North, Central, and South regions of Vietnam, marking the groundbreaking and inauguration of 80 major national infrastructure projects and other significant undertakings.
This monumental event not only symbolizes the province's development and renewal but also serves as a heartfelt tribute to the generations who sacrificed for the independence and freedom of the country. The ceremony was broadcast live on VTV1 and VTV9, and streamed online from the main venue at the T3 Passenger Terminal – Tan Son Nhat International Airport in Ho Chi Minh City, connecting to 79 other points across 34 provinces nationwide, embodying the vibrant spirit of labor and production in preparation for the national April 30 celebrations.
As part of this proud and meaningful series of events, the inauguration of the road connecting National Routes 37 (QL37), National Route 32C (QL32C) with the Noi Bai – Lao Cai Expressway in Yen Bai was a key highlight. This event is a significant milestone in the province’s transport infrastructure development, and it contributes greatly to one of the 16 major transport projects that Yen Bai has committed to implementing from 2021 to 2025.
Attending the ceremony and overseeing the event at the main venue was Prime Minister Pham Minh Chinh, Member of the Politburo, along with leadership from various central ministries and agencies.
At the Yen Bai venue, the ceremony was honored by the presence of Châu Văn Minh, Member of the Central Executive Committee of the Communist Party and President of the Vietnam Academy of Science and Technology. Provincial leaders in attendance included: Tran Huy Tuan – Secretary of the Provincial Party Committee; Ta Van Long – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Nguyen Tuan Anh – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; along with members of the Provincial Party Standing Committee, leaders of the Provincial People’s Council, the Provincial People’s Committee, the Vietnam Fatherland Front, the Provincial National Assembly Delegation, as well as leaders from the provincial departments, agencies, and mass organizations. Additionally, representatives from the construction contractors, supervision consultants, designers, and a large number of local residents and students were present to join in the celebration.
Infrastructure Milestone
The project of the road connecting National Routes 37 (QL37) and 32C (QL32C) to the Noi Bai – Lao Cai Expressway is a strategic initiative, reflecting the vision and determination of the Yen Bai Provincial Party Committee and government in implementing one of the three strategic breakthroughs outlined in the Resolution of the 19th Provincial Party Congress: developing a unified economic and social infrastructure system, with particular emphasis on transportation infrastructure.
The project connecting National Road 37 (QL37), National Road 32C (QL32C) with the Noi Bai – Lao Cai Expressway is a strategic initiative, demonstrating the vision and determination of the Party and local government of Yen Bai province.
The project has a total investment of 412 billion VND, funded by the central government budget for the period 2021-2025, local budgets, and other legal financial sources. The road stretches 4.15 km, designed to modern urban road standards. The starting point directly connects to the end point of the Bach Lam Bridge project (at Km93+070 on QL32C), while the endpoint intersects with the Au Co Road at Km6+606, located in Giới Phiên Commune, Yen Bai City.
With a cross-sectional width of up to 33 meters (including two 10.5-meter-wide lanes, a 2-meter median strip, and 5-meter-wide sidewalks on each side), the road is constructed with high-quality asphalt concrete (with an elastic modulus Eyc ≥ 133Mpa). It also incorporates a full range of technical infrastructure, such as drainage, landscaping, street lighting, and traffic signals. This development not only meets the growing transportation demand but also contributes to creating a modern, civilized urban landscape for Yen Bai City.
During the project’s implementation, which began on July 1, 2021, numerous challenges arose, including global instability affecting material prices and supply chains, weather conditions with frequent rain hindering construction, and complex land clearance processes affecting 48.5 hectares of land from 278 households. A particularly difficult task was dealing with 445,000 m³ of rock excavation. The total earthworks for the project reached nearly 1.2 million m³, alongside 172,000 m² of asphalt concrete paving, 32,000 m³ of crushed stone, and 10,500 m³ of various types of concrete.
Efforts to Overcome Challenges and Shared Pride
Reporting at the ceremony, Mr. Tran Xuan Cuong, Director of the Investment Project Management Board for Traffic Infrastructure Construction in Yen Bai Province, emphasized: "The completion and commissioning of the road connecting National Routes 37 (QL37) and 32C (QL32C) to the Noi Bai – Lao Cai Expressway, right as the country celebrates the 50th anniversary of the South Liberation and National Reunification Day, is a tremendous honor. This achievement is due to the close, continuous guidance of the Provincial Party Committee, People's Council, and People's Committee; the decisive efforts of the Yen Bai City People's Committee and the City’s Land Clearance Council in land acquisition; the strong cooperation of relevant departments and agencies; and, most importantly, the invaluable support and agreement from the people of Giới Phiên Commune, who willingly gave up their land and created favorable conditions for the construction unit."

Mr. Cuong also shared the extraordinary efforts of the project team, engineers, and workers from both the investor and contractors, who overcame challenges related to price fluctuations, material shortages, severe weather conditions, and complex geological conditions to bring the project to completion on schedule, ensuring quality and safety.
"The project’s completion not only creates a direct road connection, reducing the distance between key national routes and the expressway, but more importantly, it opens up new development space for Yen Bai City to the right bank of the Red River. It strongly accelerates urbanization, attracts investment, and creates a driving force for economic and social growth in the locality and the entire region," affirmed Mr. Cuong.
A New Driving Force for Yen Bai’s Growth
Speaking at the ceremony, Mr. Tran Huy Tuan, Secretary of the Yen Bai Provincial Party Committee, warmly congratulated and praised the exceptional efforts of the investors, construction units, consultants, and the unified support from the people, all of whom contributed to the success of this significant project.
Mr. Tuan emphasized: "The completion and commissioning of the road connecting National Routes 37 (QL37) and 32C (QL32C) to the Noi Bai – Lao Cai Expressway today is a vivid testament to the realization of the goals and tasks outlined in the Resolution of the 19th Party Congress of Yen Bai Province, particularly the breakthrough in transportation infrastructure. In recent years, with the immense support from the Central Government, Yen Bai has mobilized maximum resources to invest in the development of infrastructure. Many key transportation projects such as the Gioi Phien Bridge, inter-regional connecting roads, and thousands of kilometers of rural roads that have been newly constructed or upgraded are fundamentally changing the appearance of both urban and rural areas, enhancing connectivity within the province and with neighboring provinces."

Mr. Tran Huy Tuan affirmed that this project is of great importance, not only completing the transportation network and increasing transport capacity, but also serving as a powerful lever to enhance the province’s competitiveness in the context of integration and development. The road will provide a solid foundation to attract investors in potential fields such as urban development, new administrative centers, trade services, education, healthcare, eco-tourism, and modern industrial zones in the right-bank area of the Red River—an area full of promise for the future development of Yen Bai City.
On this occasion, Secretary of the Provincial Party Committee, Mr. Tran Huy Tuan, assigned specific tasks to the relevant units. He requested that the investor complete the procedures for project acceptance, handover, and effective utilization of the infrastructure; while also focusing on regular maintenance to ensure that the project remains safe, sustainable, and aesthetically pleasing. He also instructed the Department of Construction and the Project Management Board for Traffic Infrastructure Construction to concentrate resources and accelerate the completion of the remaining section of the QL32C upgrade project (the Hiền Lương - Yen Bai City section, from Km87+150 to Km93+400), in order to synchronize the urban traffic infrastructure on the right bank of the Red River.
Mr. Tran Huy Tuan expressed his deep confidence: "Drawing on our tradition of unity, self-reliance, and a strong desire to rise, I am sure that the Party Committee, government, armed forces, and the people of all ethnic groups in Yen Bai will continue to overcome all difficulties and challenges, successfully achieving the goals and tasks of 2025 and beyond, contributing to the development of a prosperous, strong, civilized, and happy Vietnam."

The Prime Minister emphasized that this success is, first and foremost, a testament to the Party and State’s correct and decisive leadership, and to the concentrated and effective governance of the Government in prioritizing resources for strategic infrastructure projects. The Prime Minister praised the responsible involvement and close, synchronized cooperation of central ministries, agencies, and localities in overcoming difficulties and challenges, particularly in land clearance, ensuring the projects' progress and quality.

The people not only share the benefits but are also willing to create favorable conditions for these projects to be implemented as planned.
The Prime Minister asserted that the 80 projects and works inaugurated today are of strategic significance, not only contributing significantly to achieving socio-economic development goals, strengthening national defense and security, improving the material and spiritual well-being of the people, but also laying a solid foundation, opening up new development space, and creating new growth momentum for regions and for the entire country. This is also an opportunity to spark national pride, strengthen trust, and reinforce national unity, demonstrating the will and aspiration to build a powerful and prosperous Vietnam.
The Prime Minister also pointed out the valuable lessons learned from the implementation of the projects, including the ongoing leadership of the Party, the decisive and focused direction of the Government, the seamless and effective coordination among all levels and sectors, the proactive and positive participation of the people and businesses, and the spirit of responsibility, overcoming difficulties, and high determination from all stakeholders involved.

At the conclusion of the ceremony, at the Yen Bai venue, provincial leaders conducted the ribbon-cutting ceremony in the joy and excitement of the delegates and the people. The new road was officially put into operation, not only as a source of pride for Yen Bai’s transportation sector but also as the opening of a promising new chapter for the province’s comprehensive development on the path to integration and advancement.
