The plan to build smart commune and village models aims to implement the national criteria for building new-style and advanced new-style rural districts for the 2021 - 2025 period and the plan on digital transformation in 2023.

The building of a smart commune model requires fulfilling the following criteria: having an Intelligent Operation Centre (IOC), an interactive and communication channel between authorities and people and businesses in the commune, and 100% of local households gaining access to and use online consulting and healthcare platforms and services.

The commune has a grassroots radio station and 100% of the villages and hamlets have a loudspeaker system applying information and telecommunications technology. Free Wifi with a minimum speed of 100Mbps must be provided in public places, and 100% of the households, agencies and organisations in the commune are attached with address codes on the digital map platform.

The smart village model must satisfy the following criteria: having a free Wifi network in public places; and 100% of the households, agencies and organisations in villages and hamlets having their address codes attached on the digital map.

The village has a radio station applying information and telecommunications technology; and 100% of its households gain access to and use online consulting and health care platforms and services.

Tran Yen is striving to complete the implementation of these criteria by November 2023.
