Yen Bai People’s Council approves 13 resolutions on important mechanisms, policies

YBO - On April 12, the 19th People’s Council of Yen Bai for the 2021-2026 tenure convened its 11th meeting, during which it adopted 15 resolutions, 13 of which are on mechanisms and policies.

Particularly, a resolution on the provincial planning for the 2021-2030 period with a vision to 2050 was approved, laying an important foundation for Yen Bai to implement its socio-economic development plans, paving the way for the Prime Minister’s approval of the Yen Bai Planning for the 2021-2030 period with a vision to 2050.

The 13 approved resolutions regarding mechanisms and policies are:

(1) The resolution approving the provincial planning for the 2021-2030 period with a vision to 2050.

(2) The resolution promulgating regulations on the mechanisms of mobilising and integrating capital resources for the implementation of national target programmes in Yen Bai province for the 2021-2025 period.

(3) The resolution approving the investment policy for Group B projects; and approving the adjustments of the investment policy for Group B projects using the State budget in Yen Bai province.

(4) The resolution adjusting the medium-term public investment plan for the 2021-2025 period using local budget capital.

(5) The resolution adjusting and supplementing the plan on development investment capital from the central budget for the 2021-2025 period to implement the first phase from 2021-2025 of the national target programme on socio-economic development in ethnic minority-inhabited and mountainous areas in the 2021-2030 period; and the national target programme on new-style rural area building in the 2021-2025 period in Yen Bai province.

(6) The resolution on the reduction of the capital plan in 2022 and the extension of the implementation and disbursement time of the 2022 capital plan to 2023, using local budget capital.

Members of the provincial People’s Council vote to approve the resolutions.

(7) The resolution adjusting and supplementing the State budget capital plan for 2023.

(8) The resolution on the abolishing of the residence registration fee specified in Clause 1, Article 1 of Resolution No. 18/2022/NQ-HDND dated July 6, 2022 of the People's Council of Yen Bai on amendments and supplements to some issues of Article 3 of Resolution No. 22/2020/NQ-HDND dated July 4, 2020, of the People's Council of Yen Bai on the issuance of a number of fees and charges in Yen Bai under the authority of the provincial People's Council.

(9) The resolution approving the amendments of and supplementations to a number of articles of the Regulation on Land Price List 2020 in Yen Bai, which was issued together with Resolution No. 49/2019/ND-HDND dated November 29, 2019, and Resolution No. 27 /NQ-HDND dated July 6, 2022 of the People's Council of Yen Bai.

(10) The resolution on the amendments of and supplements to the land price adjustment coefficient in 2023 in Yen Bai.

(11) The resolution approving the list of projects that require revoking and land-use purpose changes from the rice-growing land and protective forest and special-use forest land, and amending a number of resolutions of the provincial People's Council to approve the list of projects that need land recovery and land-use purpose changes from the rice-growing land and protective forest and special-use forest land.

(12) The resolution approving the proposal to recognise Yen Bai city as a Tier-2 urban area under Yen Bai province. And

(13) The resolution prescribing housing support policies for poor and near-poor households in Yen Bai province, in the period of 2023 - 2025.

As part of the implementation of the 2021–2025 National Target Programs (NTPs), Tran Yen District has disbursed over VND 70 billion as of the end of March 2025. Of this amount, nearly VND 56 billion came from the central government budget, while more than VND 13.5 billion was sourced from the local budget.
