According to records, ethnic groups in Yen Bai suffered from slavery, misery, and backwardness under the French colonial rule. Not accepting that situation, local patriots bravely rose up against the colonialists. The most notable movement was the Yen Bai Uprising led by Nguyen Thai Hoc that became renowned far and wide. In his poem titled "Lich su nuoc ta” (Our country’s history), late President Ho Chi Minh mentioned this movement as one of the two globally resounding uprisings (the other was in Nghe An province).

In 1930, the Communist Party of Vietnam was set up. Since then, under the Party’s leadership, people of all ethnic groups in Yen Bai stayed united with the entire nation during the arduous and protracted resistance wars against the French colonialists and US imperialists. They made significant contributions to the resounding victories of the country, from the globe-shaking triumph of the Dien Bien Phu Campaign in 1954 to the great victory in the spring of 1975 that completely liberated the South and reunified the country.

In the period of national construction and defence, to carry out the "Doi moi” (Reform) policy, Yen Bai has brought into play its tradition of solidarity, upheld the spirit of self-reliance, and strived to surmount difficulties, including underdeveloped socio-economic infrastructure, to tap into every potential and advantage to strongly develop the province.

It is undeniable that the establishment of the province’s Party organisation opened up a new and brilliant chapter in the revolutionary history of Yen Bai as well as people of all ethnic groups here. Under the Party’s leadership, the province has moved forwards and obtained remarkable achievements.

The local economy has recorded good and sustainability-oriented growth. At the same time, social security and welfare have been guaranteed while the development gap narrowed, bringing low-lying and mountainous areas, along with urban and rural areas, closer. Yen Bai has become a typical example of new-style rural area building and sustainable poverty reduction in the northern mountainous region. Both material and spiritual lives of locals have been increasingly improved.

Working to ensure no one is left behind, the province has also established itself as an exemplar in guaranteeing social security and welfare. The household poverty rate has been reduced fast and sustainably over years, and the traditional cultural identities of ethnic groups preserved and promoted. Besides, breakthrough improvements have been recorded in education, training, and health care, greatly helping with human development and manpower quality betterment and also contributing to efforts to develop the Yen Bai people of hospitality, humanity, solidarity, creativity, and integration.

Education has received special attention in Yen Bai province.

Medical activities have been improved considerably, helping promote the quality of public health care.

The provincial Party organisation included the people’s happiness index for the first time in the 19th provincial Party Congress for the 2020 - 2025 tenure. Half of the tenure has passed, and Yen Bai has been taking steps to raise the happiness index. A survey revealed that the local people’s happiness index in 2022 reached 62.57%, which means "relatively happy”.

As improving the happiness index is a new and also difficult task, the province has been making prudent, methodological, and also concrete moves while learning from experience during the implementation process.

Any task, new or challenging it may be, is a chance for the cadres, Party members, civil servants, and public employees of Yen Bai, especially leaders, to show their spirit of reform, dynamism, creativity, and enthusiasm towards their duties.
