"Following the victories gained in 2018, with innovation,
creativity, solidarity, consensus and high determination of the entire political
system, business community and people of all strata, the province overcome difficulties
and challenges to successfully achieve and surpass the goals and missions in
2019 with many outstanding results. Notably, 30 out of 32 socio-economic
targets have been achieved and exceeded as compared to the plans with many targets
enjoying the highest increase since the beginning of the tenure.
"The economy grew 7.03 percent, per capita income reached over
38 million VND, and the poverty rate decreased by 6.12 percent. The economic
restructuring, with focus on agro-forestry restructuring associated with new-style
rural area building, reaped outstanding results with 22 communes and two
localities (Yen Bai city and Tran Yen district) recognised as new-style rural
areas, raising the total number of communes gaining the status to 69, 2.7 times
higher than the figure set in the Resolution of the 18th provincial
Party Congress.
"The investment and business environment continued to be improved, with a sharp
increase in the number of newly established enterprises, cooperatives and
cooperative groups. Total social investment increased by 35 percent compared to
2018, the highest level since the beginning of the tenure. Socio-economic
infrastructure, especially transport infrastructure, was invested
synchronously, giving a facelift to urban and rural areas.
"Social security and welfare have been guaranteed; the education and health sectors
have made great progress; cultural values, historical traditions, fine customs
and practices of ethnic minorities have been preserved and promoted. National
defence – security has been strengthened while social order and safety have
been maintained.
"The organizational structure of the political system continued to be
streamlined toward increasing effectiveness and efficiency. These results were significant
for the Party Committee, authorities and people of ethnic minority groups in
our province to basically reach the goals one year ahead of schedule set in the
Resolution of the 18th provincial Party Congress. They also laid an
important foundation for the cause of innovation, development and strong
integration of the province in the coming years.
"On behalf of the provincial Party Committee, I would like
to thank the entire political system, business community and all citizens for
their efforts, solidarity, consensus and high determination to contribute to
the achievements of Yen Bai in the past year.
"2020 is an important year as the province both strives to
fulfill the 2016-2020 5-year socio-economic development plan, and prepares
conditions to successfully organize the Party congress at all levels for the
2020-2025 tenure and the 19th provincial Party Congress, towards the
13th National Party Congress and many important socio-political events of the
country and the province.
"In order to successfully achieve all set goals and
political tasks, on behalf of the provincial Party Committee, People's Council,
People's Committee and Vietnam Fatherland Front Committee, I call on all
officials, civil servants, public employees, armed forces, businessmen,
laborers and people of ethnic groups in the province to further promote the
revolutionary tradition of the heroic homeland of Yen Bai; constantly uphold
the will and aspirations for development; continue solidarity, dynamism and
creativity; and contribute talent, efforts and wisdom to the local development.
"They should join hands with the provincial Party Organisation and authorities
to "continue promoting three strategic breakthroughs; actively attract
investment; promote startups; boost fast and sustainable poverty reduction; successfully
organize the Party congress at all levels”; and mobilise all resources to
develop our province in a faster, stronger and more sustainable manner, and help
the people of all ethnic groups in the province have an increasingly prosperous
and happy life.
"Once again, I wish all the people and comrades a New Year of health, happiness
and success!
"New year, new determination, new victory!”./.
