People's Council of Yen Bai province passes 11 resolutions

YBO - A report of the People's Committee of Yen Bai province at the 7th session of the 19th-term People's Council said the implementation of socio-economic development tasks in the first half of 2022 produced positive results in all fields. The growth rate of regional gross domestic product (GRDP) in the first 6 months of this year is estimated at 7.57%, ranking 7th in the region, and 25th in the country.

A number of key socio-economic indicators maintain a good growth rate, with local budget revenue up 32.4%, total development investment by 7.5%, revenue from tourism by 96.5%, industrial production value increasing by 11.1%, and total retail sales of consumer goods and services by 9.6%.

Socio-cultural affairs continue receiving attention, social welfare policies are ensured, and political security and social order and safety maintained.

During the two-day session, the provincial People's Council discussed and raised several shortcomings, difficulties and issues that need attention and good implementation in the coming time.

(1) Resolution on a proposed public investment plan for 2023.

(2) Resolution on approving the adjustment of investment policy of Group B project - Investment project on construction of the subproject for site clearance of industrial zones and clusters in Tran Yen district, Yen Bai province.

(3) Resolution amending and supplementing a number of contents of Article 3 of Resolution No. 22/2020/NQ-HDND dated July 4, 2020 of the provincial People's Council on the issuance of several fees and charges in Yen Bai province under the decision-making authority of the Council.

(4) Resolution on promulgating a list of projects requiring land recovery, changing the use purpose of rice-growing land, protection forest land, and special-use forest land, and amending a number of resolutions of the provincial People's Council on approval of a list of projects that need to recover land, change the use purpose of rice-growing land, protection forest land, and special-use forest land.

(5) Resolution on decision of adjusting the policy of changing the purpose of using planted forests to other purposes.

(6) Resolution approving the Master Plan for Construction of Thac Ba Lake National Tourist Area in Yen Bai province by 2040.

(7) Resolution stipulating tuition fees for public educational institutions under the national education system in the 2022-2023 academy year in Yen Bai province.

(8) Resolution on amending and supplementing a number of articles of Resolution No. 59/2021/NQ-HDND dated July 17, 2021 of the People's Council of Yen Bai province regulating the service charges, and those supporting educational activities for public educational institutions in the province from the 2021-2022 school year.

(9) Resolution stipulating policies to support health insurance premiums for people living in extremely difficult communes when they are recognized to meet new rural standards in Yen Bai province in the 2022-2023 period.

(10) Resolution stipulating allowances for the person assigned to directly assist those who are subject to education administrative handling measures in communes, wards and townships in Yen Bai province.

(11) Resolution on the Supervision Programme of the provincial People's Council in 2023.
