1. Many Party and State leaders visited Yen Bai province. Particularly, Party General Secretary and President Nguyen Phu Trong attended the launching ceremony of the tree planting festival in the spring of 2019 and paid a working visit to the province, during which he offered the Lunar New Year greetings to the Party organisation, administration, armed forces and people of Yen Bai.

2. Great strides seen in local socio-economic development. Some impressive outcomes include an economic growth rate of 7.03 percent (the highest so far), the rate of poor households dropping by 6.12 percent, and 23 communes meeting new-style rural area criteria, which added up to 69 communes and two district-level localities (Yen Bai city, Tran Yen district) recognised as new-style countryside – 2.7 times higher than the target set in the resolution of the 18th provincial Party Congress.

3. The Party building received special attention with much reform and creativity in the work, and officials from many localities came to learn experience in Yen Bai. In particular, the leadership modality of all-level Party committees and administrations was reformed, thus bringing into play the dynamism, creativity and resolve to successfully realise the political tasks in 2019. The building of the contingent of cadres, especially young, female and ethnic minority officials, obtained positive results.

4. The development of socio-economic infrastructure received attention, giving a facelift to urban and rural areas. Many key projects had their construction started and were put into use such as a road linking National Highway 32C with Noi Bai-Lao Cai Expressway, Bach Lam Bridge linking National Highway 37 with Noi Bai-Lao Cai Expressway, Hoa Ban Road that leads to the stadium of Nghia Lo town, Au Co Road, the Red River anti-flooding dyke in Gioi Phien commune of Yen Bai city, and Co Phuc Bridge. All have created considerable momentum for the province’s socio-economic development.

5. The state apparatus was re-organised successfully towards a lean, efficient and effective one with high consensus in the Party and among cadres, Party members and people of all strata. The whole province reduced 403 agencies and units; 985 hamlets, villages and residential clusters; and 10 percent of civil servants and public employees on the payroll of the province’s political system. Yen Bai is one of the bright examples in the work that were highly valued by central agencies.

6. Harmonious development of economic, cultural and social aspects was ensured. The network of schools and classes were streamlined while the quality of education-training was further improved. For the first time, Yen Bai had one student winning a silver medal at the 2019 International Chemistry Olympiad. Progress was recorded in public health care, the cultural identities of local ethnic groups continued to be upheld, and the culture and tourism sectors harvested many attainments, including the successful Muong Lo Culture-Tourism Festival and Mu Cang Chai Terraced Field Festival. Notably, the largest-ever mass "xoe” dancing performance was organised.



7. Yen Bai stepped up comprehensive administrative reforms, boosted e-administration and smart city building, connected activities of the provincial public administrative service centre with those of the public services divisions at all district- and communal-level localities, which received local residents’ satisfaction.

8. The province continually expanded external relations. It maintained the traditional relations with the Val-de-Marne department of France and Vientiane and Xayabury provinces of Laos, while setting up partnerships with Yunnan province of China and Mimasaka city of Japan. It also held many programmes to call for investment from and enhance connections with developed nations.

9. Defence and security in the province were consolidated while social order and safety were guaranteed, thereby ensuring a stable environment for socio-economic development and people’s lives.

10. Important political events of the country and proince were successfully organised, including the celebrations of the 50-year implementation of President Ho Chi Minh’s testament, the 15th provincial Vietnam Fatherland Front Congress for the 2019-2024 tenure, the third provincial congress of ethnic minority groups, and the fifth provincial congress of the Vietnam Youth Federation for the 2019-2024 tenure.

Luc Yen District presents the provincial decision recognizing Dong Quan Commune as meeting NTM standards for 2024.

Luc Yen District has recently have two additional communes, Dong Quan and Khanh Hoa, officially recognized by the Yen Bai Provincial People's Committee as meeting the criteria for new rural standards (Nông Thôn Mới - NTM) in 2024.
