Secretary of the Party Committee of Yen Bai and head of the provincial delegation of deputies to the 15th National Assembly Do Duc Duy.

"Dear people of all ethnic groups, soldiers, public servants, entrepreneurs and workers in Yen Bai,

On the occasion of the Year of the Tiger, on behalf of the provincial Party Committee, People’s Council, People’s Committee and Vietnam Fatherland Front Committee, I would like to extend best wishes to veteran revolutionaries, Vietnamese Heroic Mothers, families of people who rendered services to the nation, officials, Party members, public servants, entrepreneurs, labourers and people of all ethnic groups living in Yen Bai as well as other localities inside the country and abroad.

2021 was the first year we implemented the 13th National Party Congress’ Resolution and resolutions of Party congresses at all levels in the 2020-2025 tenure as well as the socio-economic development plan for the 2021-2025 period. It was also the year when the elections of deputies to the 15th National Assembly and all-level People’s Councils in the 2021-2026 tenure took place.

Despite many difficulties, especially those brought by COVID-19 pandemic, with high determination and great efforts of the whole political system as well as the business community and local residents, we effectively implemented the dual targets of safely and flexibly adapting to and effectively controlling COVID-19, and maintaining socio-economic development at the same time with fruitful results.

The entire Party organisation of Yen Bai focused on grasping and implementing the 13th National Party Congress’ Resolution and resolutions of Party congresses at all levels in a timely and drastic manner using many creative and efficient methods, bringing the resolutions into life.

Yen Bai's economic growth was relatively high with gross domestic product expanding 7.11 percent, placing the province at the second position in 14 northern midland and mountainous localities and the 12th out of 63 cities and provinces nationwide in the field. Good results were also seen in the building of new-style rural areas and infrastructure development.

Meanwhile, good progress was seen in socio-cultural development and the preservation of the cultural identities of local ethnic groups. Xoe dance of the Thai people was recognised by the UNESCO as an Intangible Cultural Heritage of the Humanity. Social welfare was ensured, while sustainable poverty reduction was sped up. The living conditions and the index of happiness of locals were improved. Defence-security as well as political security and social safety and order were protected.

The building of the Party and the political system saw good results, enhancing the efficiency and capacity of the leadership of Party Committees and administrations at all levels, and strengthening the confidence of residents in the Party and State. The province successfully organised the elections of deputies to the 15th National Assembly and all-level People’s Councils in the 2021-2026 tenure.

On behalf of the provincial Party Committee, People’s Council, People’s Committee and Vietnam Fatherland Front Committee, I would like to thank the Party Central Committee, the National Assembly, the Government and ministries and sectors for great attention and directions. I appreciate the cooperation and support from other localities and partners and friends inside and outside the country, the solidarity of the whole political system and the joint efforts of local residents and businesses to contribute to the development of Yen Bai in the past year.

2022 is a significant year when the implementation of targets and tasks set in the 13th National Party Congress’ Resolution and resolutions of Party congresses at all levels will be sped up. Many new opportunities are forecast for the year, along with challenges and difficulties.

In order to successfully complete all set targets and tasks, on behalf of the provincial Party Committee, I appeal to all officials, Party members, soldiers, entrepreneurs, labourers and people of all ethnic groups in the province to continue to further promote the tradition of solidarity, the spirit of creativity, self-reliance and desire to rise, joining hands with the Party organisation and administration of the province to complete all political tasks for the year, paving the way to reach the target of boosting fast and sustainable development of the province in the direction of "green, harmony, strong identity and happiness,” turning Yen Bai into a fairly developed locality of the northern midland and mountainous region in 2025.

Once again, I wish all people and comrades a happy Lunar New Year with good health, happiness and success!

May the New Year come with new determination, new successes!

Best regards!”
