Twenty resolutions released at the fourth session of 19th provincial People’s Council

YBO - After two days of working with high sense of democracy and responsibility, the fourth session of the Yen Bai’s 19th People’s Council in the 2021-2026 tenure concluded successfully with the adoption of 20 important resolutions.

Participants discussed and approved the report on the implementation of tasks in 2021 and orientations and tasks in 2022 by the Standing Board of the People's Council and its committees as well as the provincial People's Court, People's Procuracy and the Civil Judgment Execution Department.

They gave evaluation on the province’s performance in socio-economic development in 2021 and sought measures to implement socio-economic development tasks in 2022.

Participants agreed that despite difficulties due to COVID-19, Yen Bai has conducted COVID-19 prevention and control activities in a timely and effective manner, while applying drastic and comprehensive measures in line with the socio-economic development scenario for the whole year in the condition of COVID-19. This year, Yen Bai recorded an economic growth rate of 1.66 percent, ranking second among 14 northern mountainous and midland localities.

They listened to a report by the provincial Vietnam Fatherland Front Committee on the committee’s engagement in government building as well as opinions of local residents. The Standing Board of the People’s Council also gave a supervision report on the results of the response of voters’ requests to the second session of the 19th People’s Council.

A question-and-answer session was held during the meeting, focusing on issues raised by delegates, voters and local residents on six areas, including the implementation of provincial policies in agricultural sector regarding the production in value chain, the promotion of local farm produce, the issuance of forest certificates, along with matters related to COVID-19 prevention and control, the credit limit and support in loan interest, and traffic safety.

With a high sense of democracy and consensus, delegates adopted 20 important resolutions guiding the implementation of the province’s plans for 2022 as well as the whole 2021-2026 tenure.

The 20 resolutions approved during the fourth meeting of the 19th provincial People’s Council are:

 (1) Resolution on socio-economic development plan in 2022.

(2) Resolution on State budget allocation in 2022.

(3) Resolution on local budget estimates and provincial budget allocation in 2022.

(4) Resolution on the arrangement of administrative public servants and the organisation of associations with specific characteristics; the approval of the total number of people working in public non-business agencies; the allocation of quotas of labour contracts in line with Decree No. 161/2018/ND-CP in administrative agencies and organisations, public non-business units and associations with specific characteristics in 2022.

(5) Resolution approving the Project to improve the quality of operation of People's Councils at all levels in Yen Bai province in the 2021-2026 tenure.

(6) Resolution stipulating the price of SARS-CoV-2 testing services that are not covered by the health insurance fund at state-owned medical examination and treatment facilities in Yen Bai province.

(7) Resolution on the provincial bonus levels for communes and villages during the building of new-style rural areas in Yen Bai province in the period of 2021 - 2025.

(8) Resolution on approval of adjustments of investment policies for group-B projects using State budget capital in Yen Bai province.

(9) Resolution on decentralisation of income sources, spending tasks and percentage (%) of income sources distribution among levels of local budget receivers in 2022, the first year of the period of local budget stabilisation in the 2022 - 2025 period.

(10) Resolution on principles, criteria and quota for allocation of regular expenditure of local budgets in 2022.

(11) Resolution approving the local budget settlement in 2020.

(12) Resolution on the amendments and supplementation to Article 1 of Resolution No. 73/2020/NQ-HDND issued on December 16, 2020 by the People's Council of Yen Bai province approving the rural transport development project on Yen Bai province in the 2021-2025 period.

(13) Resolution approving the list of projects for land reclamation and change in use purpose of rice farming land, protection and special-use forest land in 2022, and the adjustments to a number of resolutions of the provincial People's Council on the approval of the list of projects subjected for land reclamation and changes in the use purpose of rice cultivation and protection forest land.

(14) Resolution on extending the due date for the mineral exploration, exploitation and use planning in Yen Bai province for the period of 2016-2020 with a vision to 2030.

(15) Resolution on the decision of the policy to change the purpose of using planted forest to another purpose.

(16) Resolution on financial support for the settlement of employment leave at will for professional servants working under contracts in the Party, Vietnam Fatherland Front agencies and socio-political organisations, State administrative agencies at provincial and district levels who voluntarily agree to terminate their labour contracts in 2019 and 2020.

(17) Resolution on the rate and mode of collection, payment, management and use of fees for the assessment, granting, re-issuance and adjustment of environmental permits in Yen Bai province.

(18) Resolution stipulating the expenditure contents and levels for the preparations, organisation of and participation in exams in the field of education and training in Yen Bai province.

(19) Resolution on the plan to organise regular meetings of the People's Council of Yen Bai province in 2022.

(20) Resolution to elect additional members of the 19th People's Committee of Yen Bai province in the 2021-2026 tenure.

Secretary of the Provincial Party Committee Tran Huy Tuan personally presented support and gifts to workers facing hardships across Yen Bai Province.

On January 16, the Yen Bai Provincial Labor Federation organized the 2025 "Tet Sum Vay" program under the theme “Tet Sum Vay – Spring of Gratitude to the Party,” aiming to encourage, support, and care for union members and workers in Luc Yen District.

Comrade Ta Van Long, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Honorary Chairman of the Provincial Red Cross Society, presented certificates of merit to organizations and individuals with outstanding achievements in 2024.

In 2024, the total value of activities conducted by the Red Cross Society of Yen Bai Province exceeded 86 billion VND, benefiting 230,105 individuals.

Luc Yen District presents the provincial decision recognizing Dong Quan Commune as meeting NTM standards for 2024.

Luc Yen District has recently have two additional communes, Dong Quan and Khanh Hoa, officially recognized by the Yen Bai Provincial People's Committee as meeting the criteria for new rural standards (Nông Thôn Mới - NTM) in 2024.
