Late President Ho Chi Minh used to affirm that voters’ ballots are highly valuable and they are a sign proving that the people are truly the master of the country.

The 2013 Constitution also stated: "The State of the Socialist Republic of Vietnam is a socialist state ruled by law and of the People, by the People, and for the People… The Socialist Republic of Vietnam is the country where the People are the masters; all the State power belongs to the People.”

During the last tenure, braving countless difficulties and challenges, the Party organisation, administration, and people of different ethnic groups in Yen Bai have exerted efforts to obtain remarkable achievements in various fields, from specifying development orientations, building up the great solidarity, mobilising and optimising development resources, to increasing decentralisation, perfecting legal regulations, and improving the efficiency and effectiveness of the State’s management.

The elections of deputies to the 15th NA and all-level People’s Councils coincide with the time the Party organisation, administration, and people of Yen Bai are making strong endeavours to carry out the resolutions of the 13th National Party Congress and the 19th provincial Party Congress for the 2020 - 2025 tenure, with a view to developing the province fast and sustainably.

To attain that target, it is necessary to inspire and bring into play the strength of the great solidarity, as well as the people’s right to mastery, in socio-economic development.

Amid the complex and unpredictable COVID-19 situation, preparations for the elections have been made in a careful and thorough manner, and also in line with legal regulations and directions by the Politburo, the Party Central Committee’s Secretariat, and the provincial Party Committee.

Yen Bai has ten candidates for seats in the parliament, 97 others for the provincial People’s Council, 478 for the district-level People’s Councils, and 6,134 for the communal-level People’s Councils.

All have been ready for the all-people festival.
