In implementing Government Resolution No. 138/NQ-CP dated May 16, 2025, on the execution of Politburo Resolution No. 68-NQ/TW dated May 4, 2025, concerning the development of the private economy, Yen Bai has set a target for 2030 in which the private sector will become one of the most important driving forces of the provincial economy. It will play a pioneering role in the development of science and technology, innovation, and digital transformation, contributing to the successful realization of the goals set out in Politburo Resolution No. 57-NQ/TW dated December 22, 2024, on breakthrough development in science, technology, innovation, and national digital transformation, as well as other Party guidelines and policies.

The province targets an average annual growth rate of 10% to 12% in the private economy and aims for at least 6,000 registered enterprises in the locality.
By 2045, the province's private economy is expected to grow rapidly, robustly, and sustainably, with high competitiveness and active participation in domestic and international production and supply chains. This will contribute to the national goal of having at least 3 million enterprises operating in the economy by 2045, accounting for over 60% of GDP.

To achieve this goal, Yen Bai requires all levels and sectors to innovate their thinking, build strong consensus in perception and action, inspire national pride and aspiration, and generate new momentum and spirit to develop the private economy. The province will accelerate reform, improve and enhance the quality of institutions and policies, ensure and effectively protect ownership rights, property rights, the right to free enterprise, equal competition, and the enforcement of contracts within the private sector. It will also facilitate private sector access to resources such as land, capital, and high-quality human resources, while promoting science and technology, innovation, digital transformation, green transition, and efficient, sustainable business practices.

Additionally, the province will strengthen linkages between private enterprises and between private enterprises and state-owned or foreign-invested enterprises. It will promote the rapid formation and development of medium and large enterprises and private economic conglomerates with regional and global stature. At the same time, it will provide substantive and effective support for small, micro-sized businesses and household enterprises, uphold business ethics, promote social responsibility, and vigorously foster the entrepreneurial spirit, creating favorable conditions for entrepreneurs to participate in national governance.
