Yen Bai enhances human resource quality in industrial production

YBO - To meet the labor demands of enterprises, Yen Bai province has proactively implemented various measures to develop and improve the quality of its workforce. Particular attention has been given to vocational training linked with job creation and labor restructuring, contributing to social welfare and accelerating the province’s industrialization process. These efforts align with Resolution No. 29-NQ/TU dated February 24, 2021, issued by the 19th Provincial Party Executive Committee on sustainable, efficient, and environmentally friendly industrial development in Yen Bai during the 2021–2025 period.

Over the past five years, the province has provided vocational training to more than 99,500 individuals, achieving a rate of 69.1%. Of this total, 8,459 people received college-level training, 15,710 received intermediate-level training, and 75,335 received primary-level or short-term training (under three months), including 19,284 rural workers supported through vocational training programs. The province has transitioned 39,289 workers from agriculture to non-agricultural sectors. The main areas of transition include industrial production, construction, tourism, business, and retail. The number of vocationally trained workers has largely met the needs of local enterprises in terms of skills and specialties required for recruitment.

In addition, the province actively supports workforce development through practical activities such as industrial promotion, trade promotion, and training support for cooperatives and cooperative groups. Other initiatives include supply chain linkage models and the "One Commune, One Product" (OCOP) program. Enterprises have also taken a proactive role in training and employing skilled and qualified workers, gradually enhancing the quality of human resources in industrial production.

The officials participating in the Project have effectively demonstrated their capabilities and strengths in their assigned positions.

After seven years of implementing Project No. 11 of the Provincial Party Committee on “Building and nurturing a source of young officials, female officials, and ethnic minority officials under the management of the Provincial Party Standing Committee through 2030, with orientation toward 2035,” Yen Bai province has to date rotated, transferred, or appointed a total of 164 officials. Among these, there were 81 young officials, 34 female officials, and 49 ethnic minority officials.

Over the past five years, Yen Bai province has attracted 44 sizable projects featuring advanced and modern machinery into its industrial zones and clusters.

Currently, the province of Yen Bai is home to 15 industrial clusters with a total area of 710.78 hectares. Among these, 481.45 hectares are designated for industrial use, with a current occupancy rate of 43.72%. As of December 2024, 63 investment projects have been implemented, covering a total area of 162 hectares and generating a combined investment capital of VND 4,701.86 billion.

In recent years, Yen Bai Province has actively implemented a range of digital transformation (DX) initiatives that deliver practical benefits to local government, citizens, and businesses. These initiatives are not only innovative but also tailored to local needs, helping to make digital transformation more inclusive and impactful.

Providing concentrated lunch subsidies for students attending full-day classes at ethnic minority semi-boarding schools has significantly contributed to improving attendance and maintaining student enrollment.

In recent years, Yen Bai Province has consistently prioritized investment in education, especially in remote and ethnic minority areas. Through a range of policies and support mechanisms, the province has significantly improved school attendance rates and educational quality in highland and disadvantaged regions.
