Luc Yen gains two more New Rural Standard Communes

YBO - Luc Yen District has recently have two additional communes, Dong Quan and Khanh Hoa, officially recognized by the Yen Bai Provincial People's Committee as meeting the criteria for new rural standards (Nông Thôn Mới - NTM) in 2024.

After 13 years of diligent efforts in implementing the National Target Program for Building New Rural Areas, Dong Quan Commune has successfully met all 19 criteria by the end of 2024. The commune boasts an average annual per capita income of 49.9 million VND, with over 87% of families recognized as cultural households. Furthermore, 1,395 households, accounting for 87.7%, have housing that meets established standards. The proportion of trained laborers has reached 75.1%, and 98.9% of the population participates in health insurance programs.

In Khanh Hoa Commune, residents contributed more than 15,620 square meters of land, 2,561 trees, various crops, and over 18,000 workdays to expand inter-communal and village roads. Currently, 100% of rural roads in the commune are paved, with 32.68 kilometers concreted, achieving a 66.3% rate. These improvements ensure convenient transportation and facilitate trade for local residents. The commune's average annual per capita income in 2024 is estimated at 46.7 million VND.

In implementing the National Target Program for Building New Rural Areas (Nông Thôn Mới - NTM), the Party committees and authorities of Luc Yen District have actively mobilized all resources, fostering national unity and the collective participation of the entire political system. Notably, they have emphasized the central role of the people in these efforts.

By the end of 2024, the district has achieved significant milestones with six communes meeting NTM standards, including An Phu, Phan Thanh, Khanh Hoa, Dong Quan, Phuc Loi, and Tan Lap. Additionally, two communes, Mai Son and Lieu Do, have been recognized as advanced NTM communes. In total, the district has 21 recognized NTM communes, three advanced NTM communes, 28 exemplary NTM-standard villages, and 52 NTM-standard villages.

The Dai Phu An plant-based essential oil products from Van Yen District are currently being submitted for evaluation as 5-star OCOP items in the near future.

As of now, Yen Bai Province has a total of 273 OCOP (One Commune One Product) items certified, including 25 products rated 4 stars and 248 rated 3 stars.

Since the beginning of the year, Van Yen District has recorded 90 individuals participating in overseas labor programs. Among them, 45 workers were sent to Japan, 7 to South Korea, 36 to Taiwan, and 2 to Qatar. This makes Van Yen the locality with the highest number of overseas laborers in the province as of early 2025.

Since the beginning of 2025, the implementation of a range of coordinated measures has enabled Yen Bai Province to achieve positive outcomes in the disbursement of public investment capital. Notably, the province ranks among the 35 provinces and cities with disbursement rates higher than the national average.

Since 2021, Yen Bai Province has transitioned 39,289 workers from agriculture to non-agricultural sectors.

Over the five-year period from 2021 to 2025, Yen Bai Province has created jobs for 110,339 workers. Of these: 56,393 were employed through socio-economic development programs, 11,907 accessed loans from the National Employment Fund, 2,886 worked abroad under labor export programs, and 39,153 were supplied to out-of-province employers.
