In the first period from 2021-2025, the standing board of the provincial Women's Union established a management board and a working team that is responsible for issuing regulations and assigning specific tasks to each member of the management board.

The union held a conference to kick start the project, and provided training courses to better the ability of district and communal officials in implementing a project on building "reliable address in the community".

As many as 87 community-based communication teams at the grassroots have been established so far, equivalent to 28% of the set target.

The locality organised three training courses on how to operate and manage communication teams; three policy dialogues on issues related to women and children; and two competitions to seek effective communication initiatives, models, and solutions, contributing to wiping out gender stereotypes, domestic violence and women and children trafficking.

The project aims to raise awareness and gradually improve the material and spiritual lives of women and children; and promote the protection and care for women and children, especially in difficult areas, contributing to realising the gender equality goal and addressing urgent issues concerning women and children in ethnic minority and mountainous regions.

Beneficiaries of the project are women and girls in poor and near-poor households from ethnic minority groups; victims of trafficking, domestic violence, and sexual abuse; returnees from foreign marriages, and women with disabilities.
