The province is placing particular emphasis on outreach to young workers, demobilized soldiers, individuals from poor, near-poor, and recently lifted-out-of-poverty households, as well as workers in rural, remote, and ethnic minority areas, and those who are unemployed or have lost their jobs. Information regarding labour markets, recruitment procedures, eligibility requirements, associated costs, and support policies will be provided in a transparent and accessible manner.

Efforts will also be made to organize job fairs and employment exchange sessions for workers both prior to joining overseas labour programs and after returning home, with the goal of supplying manpower to industrial zones, enterprises, and various units. Labour databases will be updated regularly to ensure appropriate human resource planning and job placement support tailored to the needs of workers.

Additionally, the province will promote linkages between local colleges and vocational schools with foreign institutions to implement credit transfer programs and facilitate student exchanges, thereby enhancing international cooperation in education and training.

A key component of the strategy includes establishing connections with licensed labour export enterprises that have access to high-income job markets and quality job orders. This will enable local authorities to provide consulting and recruitment services for prospective workers seeking employment abroad.

For 2025, Yen Bai Province aims to send 1,200 individuals to work overseas under both long-term contracts and short-term seasonal programs, including students participating in international training cooperation programs. Among this target, 500 individuals are expected to be demobilized soldiers.
