Yen Bai Requires Continuous and Uninterrupted Administrative Procedures

YBO - To ensure the seamless implementation of administrative procedure (TTHC) control, execution, and resolution for citizens and businesses—especially in agencies, units, and localities undergoing mergers or new establishments—the Chairman of the Yen Bai Provincial People's Committee has mandated that relevant authorities promptly develop, issue, or submit for approval the necessary legal documents. These documents should amend, supplement, or repeal existing regulations related to administrative procedures that need adjustment due to new functions, tasks, and powers.

While awaiting amendments to these legal documents, authorized agencies and individuals must continue handling administrative procedures in accordance with Clause 3, Article 13 of Resolution No. 190/2025/QH15. Additionally, they must regularly update the National Public Service Portal to upload decisions on administrative procedure announcements issued by ministries and equivalent agencies. This will facilitate timely review and submission to the Chairman of the Provincial People's Committee for approval of the administrative procedure list, as stipulated in Clause 1, Article 5 of Resolution No. 190/2025/QH15, Plan No. 176/KH-UBND dated August 10, 2022, and other relevant legal provisions.

At the same time, agencies and units receiving new functions, tasks, and powers after mergers or establishment must handle administrative procedures (TTHC) in accordance with Clause 2, Article 5, and Clauses 1 and 2, Article 10 of Resolution No. 190/2025/QH15. Furthermore, 100% of administrative procedures must be processed through the Provincial Public Administration Service Center and One-Stop Service Units at all levels, as required.

Notably, for administrative procedure applications received from March 1, 2025, agencies, units, and localities must process them according to the newly assigned authorities.

For procedures that are transferred from local government authorities to central government agencies based in the province, the reception and resolution of administrative procedures must follow the guidance of the respective ministries and agencies. This ensures that administrative operations remain stable, continuous, efficient, and uninterrupted following the restructuring process.
