Tram Tau: Fulfilling the Dream of "Stable Housing"

YBO - Having a solid house to protect their family from natural disasters, heavy rain, and storms is the dream of every household. For impoverished and near-poor families struggling with housing, this dream is even more urgent. However, due to poverty and the high cost of construction, many have continuously postponed making it a reality.

Understanding the concerns and aspirations of its people, Tram Tau District has leveraged support from the Housing Assistance Project for Poor and Near-Poor Households in the Province for the 2023–2025 period. The district has actively implemented solutions and provided maximum support to help residents build or renovate their homes. Tuc Dan is a particularly disadvantaged commune in Tram Tau District, facing many difficulties. However, thanks to the district’s determined and focused leadership, the commune has proactively and decisively directed efforts to remove obstacles, "clear bottlenecks," and accelerate progress.

Accordingly, the commune has effectively carried out propaganda efforts, widely disseminating housing support policies through village meetings and direct communication, ensuring that residents clearly understand the conditions, standards, benefits, and obligations associated with the support. The spirit of solidarity has been promoted, alongside adherence to democratic regulations, transparency, and openness, fostering consensus among the people.

At the same time, Tuc Dan promptly reviewed and adjusted its plans to align with reality, restructured the membership of the commune-level Steering Committee, and clearly assigned responsibilities to each member in implementing the project. The commune also mobilized social resources to support funding, labor, and land-sharing efforts.

Mua A Sung, Chairman of the People's Committee of Tuc Dan Commune, stated: "Every year, after receiving the district’s housing plan, the commune holds meetings to implement it, with a particular focus on assigning Party members in charge of villages to directly oversee the review process. For households lacking materials, the commune promotes awareness and encourages them to prepare materials promptly to expedite house construction and stabilize their lives. Additionally, we mobilize hundreds of volunteer workdays from commune officials, neighbors, and relatives to help transport materials, level land, and build houses. In 2024, we completed 72 houses and aim to build or renovate 68 more this year."

With a similar approach, in 2023-2024, communes and towns across Tram Tau District completed 755 out of 755 houses, including the construction of 581 new homes and the renovation of 174, with a total investment of 40.08 billion VND.

Additionally, in 2024 alone, the district proactively mobilized social resources to support the construction of 35 additional houses outside the provincial project, with a total support value of over 1.7 billion VND. All houses built for local households were constructed with durable materials, meeting the "three-solid" criteria, and included kitchens and sanitation facilities, enabling residents to stabilize their lives and strive for sustainable poverty alleviation.

Thao A Dia, a resident of Sa Nhu Village, Ta Xi Lang Commune, shared: "Due to financial difficulties, my family's house had been old and deteriorating, but we couldn't afford to rebuild it. Fortunately, last year, we received government support of 60 million VND, which motivated us to construct a sturdy new home.

Celebrating Tet in our new, safe, and clean house was a joyous moment for our entire family! This has inspired us to work harder toward economic development and sustainable poverty reduction. We are truly grateful to the Party and the government for always caring about the lives of ethnic minority communities like ours!"
In 2025, Tram Tau District will continue efforts to eliminate temporary and dilapidated housing for 253 poor and near-poor households, including the construction of 225 new homes and the renovation of 28. As of now, 58 out of 253 houses have already begun construction. Drawing on past experience and lessons learned, and with strong determination, Tram Tau District remains committed to achieving its goals and making the dream of stable housing a reality for its people.

Thanks to the Housing Support Project for Poor and Near-Poor Households for the 2023-2025 period, hundreds of "three-solid" houses in Tram Tau District have been newly built or renovated, providing residents with the motivation to improve their lives and gradually escape poverty.

In 2025, Yen Bai Province is prioritizing the implementation of labour export consulting activities, vocational training in combination with foreign language education, and support programs aimed at facilitating overseas employment for local workers.

To ensure the seamless implementation of administrative procedure (TTHC) control, execution, and resolution for citizens and businesses—especially in agencies, units, and localities undergoing mergers or new establishments—the Chairman of the Yen Bai Provincial People's Committee has mandated that relevant authorities promptly develop, issue, or submit for approval the necessary legal documents. These documents should amend, supplement, or repeal existing regulations related to administrative procedures that need adjustment due to new functions, tasks, and powers.
