On April 19, 2021, the People's Council of Yen Bai Province passed Resolution No. 10 to implement policies supporting tourism development in the province for the 2021–2025 period. To bring this resolution to life, various levels of government and sectors across the province have been actively attracting investment and creating favorable conditions for organizations and individuals to participate in tourism development activities.

As of December 31, 2023, the province has implemented 6 out of 11 policies outlined in Resolution No. 10. A total of 270 applications from organizations and individuals requesting to benefit from these policies have been approved, with total funding exceeding 5.7 billion VND.
Each year, Yen Bai Province issues plans to implement tourism development tasks, which include detailed instructions for reviewing and guiding organizations and individuals who meet the conditions to apply for support under Resolution No. 10. These plans also direct specialized agencies to strictly evaluate applications according to regulations and provide guidance on the effective and practical use of support funds.
The province has also focused on building the brand of Yen Bai tourism, aiming to develop a green tourism ecosystem based on a value chain. This has helped create a distinct image and destination under the slogan "Yen Bai – where Northwest Colors Converge," with key tourism offerings such as: eco-tourism, health and wellness retreats in harmony with nature, adventure and exploration tourism, cultural tourism highlighting ethnic groups and traditional festivals, heritage tourism to historical and cultural sites, and sports and recreation tourism. Additionally, Yen Bai is promoting MICE tourism (meetings, incentives, conferences, and exhibitions) across its four key tourism regions: Thac Ba Lake and along the Chay River; Yen Bai City and surrounding areas; the western part of the province; and the northern region of Tran Yen and Van Yen.
So far, Yen Bai Province has developed 50 tourism routes to serve visitors, with over 5 specifically catering to international tourists. The province has established partnerships to create tours connecting with other provinces, collaborated with travel agencies outside the province and internationally to explore and promote the Yen Bai tourism market, and signed agreements with coastal tourism regions and national tourism centers. At the same time, Yen Bai has excelled in promoting and advertising its tourism offerings.
In the first six months of 2024, Yen Bai welcomed over 1.3 million visitors, achieving 78% of its annual target and marking a 28% increase compared to the same period in 2023. Of these, international visitors reached 170,700, accounting for 56.9% of the target. Tourism revenue amounted to 1.075 trillion VND, 71.7% of the target, reflecting a 28.4% increase compared to the same period in 2023.
To further drive the growth of Yen Bai's tourism sector, the province will continue to focus on managing and guiding the dissemination and implementation of tourism development support policies while improving the quality of its workforce. Additionally, the province aims to attract more social investment in tourism infrastructure and encourage selective foreign direct investment (FDI) in large-scale projects. These include the establishment of comprehensive tourism service complexes, large-scale tourism service projects, and high-quality shopping and entertainment centers in key areas of strategic importance. Furthermore, the province plans to prioritize and develop distinctive community-based tourism models that reflect the unique identity, brand, and charm of each locality.

In 2025, Mu Cang Chai District aims to send 70 workers abroad, achieve a vocational training rate of 67.9%, certify 26 trained workers, transition 400 workers from agriculture to non-agriculture sectors, and support vocational training for 390 workers from impoverished, near-poor households and ethnic minority groups.
In the first two months of the year, the province planted over 2,880 hectares of concentrated forests, marking a nearly 30% increase from the same period in the previous year.
As a highland commune facing difficulties, with over 90% of its population being ethnic minorities, Nam Lanh Commune in Van Chan District has consistently focused on implementing policies to support production development, ensure stable livelihoods, and improve the well-being of ethnic minority communities. These efforts have contributed to poverty reduction and enhanced the material and spiritual lives of the people.
Since the beginning of the year, Mu Cang Chai district has welcomed 48,300 visitors, achieving 12.7% of its assigned target. Among them, 3,825 were international tourists, generating a total revenue of 50.8 billion VND.
