This goal aligns with the province’s broader strategy of comprehensive socio-economic development under the theme of "green, harmonious, unique, and happy." The province seeks to inspire a sense of development and patriotism while implementing robust social welfare policies to improve the material and spiritual well-being of its people. Specifically, the happiness index targets include: a life satisfaction index of 58.66%, an average life expectancy satisfaction index of 79.21%, and an environmental impact assessment index of 68.03%.

To achieve these results, Yen Bai will intensify public awareness campaigns to mobilize the entire political system, society, and citizens in efforts to enhance the happiness index. The province will focus on addressing the aftermath of Typhoon Yagi in 2024, restoring and advancing production, stabilizing livelihoods, and improving economic and social satisfaction among its residents. Additional efforts will include improving healthcare services to increase life expectancy and enhancing living conditions to provide a healthier environment.

Yen Bai also plans to review five years of initiatives aimed at boosting the happiness index. The province will recognize and reward outstanding individuals and groups for their contributions to improving citizens’ happiness.
