Yen Bai Promotes Digital Skills for All Citizens

With the viewpoint of placing citizens and businesses at the center as the main subjects and beneficiaries of digital transformation (DT), the entire political system in Yen Bai Province has actively engaged in implementing various specific and effective solutions to promote digital skills among residents and businesses. This initiative aims to enhance awareness and encourage community participation in the digital transformation process.

As one strolls through supermarkets, convenience stores, traditional markets, and eateries, it is increasingly rare to observe customers making payments in cash. Instead, residents primarily utilize electronic payment methods that leverage digital technology.

Phung Thi Lanh, a resident of Dai Phac Commune in Van Yen District, shared, "Now, when I go out, I no longer worry about carrying a wallet as I used to; I just need to take my phone with me, and I can buy everything I need. All transactions are processed easily, minimizing risks, which is why cashless payment is my preferred choice."

In the process of digital transformation, essential digital platforms and technologies that serve everyday life include: Yen Bai-S, the National Online Public Service Portal, electronic health records, cashless payment applications, e-commerce platforms, the eTax Mobile tax lookup app, customer service applications from the electricity sector, and public digital signatures. These tools are practical and closely integrated into social life, directly benefiting residents and businesses.

To bring these utilities closer to the residents, provincial departments, agencies, and functional units have focused on promoting awareness and guiding citizens in using digital products and services while also popularizing digital technology platforms within the community.

Today, utilizing essential digital platforms has gradually become a habit. Currently, 100% of businesses have adopted digital platforms, with 50% of them employing electronic contracts. The rate of cashless transactions in the province has surged to 68.72%, with cashless payments for electricity services accounting for 74% of total customers and cashless payments for water services reaching 62%. Moreover, the 4.0 cashless market model is thriving across the province, featuring over 700 QR code scanning points for payments. Certain localities, such as Yen Bai City, Nghia Lo Town, and Van Yen District, have implemented these systems vigorously, achieving significant success.

Additionally, the province has activated nearly 400,000 level-2 electronic identification accounts on VNeID, representing approximately 90% of the total electronic identification accounts issued. The VNeID platform has been standardized and updated with numerous new functions, facilitating residents in using it for daily needs, such as presenting driver's licenses and health insurance registration without the need for physical documents. Furthermore, since September 1, 2024, the Yen Bai Department of Justice has begun issuing electronic criminal record certificates to streamline the process for residents in need.

As the first province to launch the "People's AI Learning" model in the country, Yen Bai has seen a continuous spread and promotion of this movement. Many localities have actively implemented widespread initiatives for learning, sharing, and disseminating knowledge and experiences about artificial intelligence (AI) to apply it in real life, making a significant contribution to advancing the development of the digital economy and digital society.

With the viewpoint that digital transformation (DX) can effectively address life’s challenges, Yen Bai province has also intensified various practical activities in response to the National Digital Transformation Day in 2024, alongside the ongoing daily DX initiatives.

Nguyen Thuc Manh, Deputy Director of the Department of Information and Communications of Yen Bai Province, stated: The plan for organizing the Provincial Digital Transformation Day in 2024 clearly outlines the objectives and requirements to establish and disseminate the message for the National Digital Transformation Day in 2024: "Broadening digital infrastructure and innovating digital applications to foster economic development – A new impetus for economic growth and labor productivity." This initiative aims to enhance awareness and participation in the digital transformation process among officials, civil servants, public employees, the business community, and residents within the province.

Enhancing awareness and providing digital skills to citizens and businesses is a practical solution that Yen Bai Province is implementing to realize the goal of bringing digital platforms, technologies, and skills to every individual. This will ultimately provide a more convenient and improved quality of life for residents and contribute to ensuring that the digital transformation efforts in the province are genuinely "comprehensive and inclusive."
