YBO - Yen Bai Province offers loans of up to 100 million VND per person to cover labor export expenses-an exceptional priority policy that enables young people in this mountainous region to overcome poverty and even transform their lives by achieving financial prosperity.

A recent labor export consultation program organized by the Yen Bai Provincial Women's Union for 120 women from Tran Yen District provided valuable information and addressed key concerns about low-interest loan policies (equivalent to those for low-income households) for those seeking employment in Japan.

According to Mr. Nguyen Viet Thanh, a representative of Bao Viet Trading joint Stock Company (specializing in labor export), Japan's labor market this year requires up to 100,000 workers in agriculture, construction, garment manufacturing, and healthcare. Bao Viet offers highly competitive job orders, with costs capped at 125 million VND per person-an unmatched rate in the industry. The company has negotiated with Japanese employers to recruit workers from secondary education onwards. Employees can expect to save between 25-40 million VND per month.

With support from the Women's Union at both provincial and district levels, Bao Viet not only facilitates all necessary administrative procedures but also enables young workers in Yen Bai to study Japanese language, vocational skills, and cultural adaptation within the province, removing the requirement to travel to Hanoi and allowing them to train locally instead

Thanks to Yen Bai Province's support policy (Resolution 45/2004/NQ-HĐND), which provides loans of up to 100 million VND per person for initial labor export costs to Japan, this presents a life-changing opportunity for young people in Yen Bai, where over 57% of the population belongs to ethnic minority groups

A significant advantage is that workers need not worry about repaying this loan, as the Japanese government will reimburse them between 80 and 150 million VND upon contract completion. Notably, Japan not only offers an advanced labor culture and strict legal protections for workers’ rights but also provides opportunities to extend contracts for up to 10 years.

During the consultation, the Yen Bai Provincial Women's Union and representatives from Bao Viet Company also issued important warnings regarding labor export scams.

Complementing national programs supporting economic development in mountainous areas, Yen Bai Province has implemented long-term strategies to address employment challenges, with labor export identified as a key pathway. In 2024, over 900 young workers from Yen Bai went abroad for employment, primarily from Van Yen, Van Chan, Nghia Lo Town, Yen Bai City, and Yen Binh District-three times the number recorded in 2023. This year, the province aims to send nearly 1,200 workers overseas.
