By 2025, Tran Yen District aims to achieve a 71.2% happiness index among its residents. This includes a 60.8% satisfaction rate with life, a 78.8% satisfaction rate with average life expectancy, and a 67.3% rating for environmental conditions.

To achieve this goal, the district will continue promoting awareness campaigns to engage the entire political system, society, and local residents in initiatives to enhance the happiness index. Efforts will focus on addressing the aftermath of natural disasters, restoring and developing production and business activities, and stabilizing people's livelihoods.

Additionally, Tran Yen will prioritize vocational guidance, job creation, and income improvement for its residents by aligning vocational training programs with the demands of businesses and the labor market. The district will also effectively implement national target programs and poverty reduction policies.

Economic development remains a key focus, with an emphasis on restructuring the economy alongside adopting a new growth model. Tran Yen plans to mobilize and integrate various resources to invest in infrastructure that supports cultural, artistic, sports, and tourism activities—enhancing residents’ quality of life and overall satisfaction. Furthermore, the district will invest in healthcare, improve life expectancy, and enhance environmental quality to foster a healthier and more sustainable living environment.

Additionally, level-3 universal lower secondary education will be maintained in 115 out of 168 communes, wards, and townships.
