Van Yen District focuses on digital transformation solutions

YBO - Implementing digital transformation across three pillars-digital government, digital economy, and digital society-Van Yen District has achieved full electronic authentication for all transactions on the Provincial Public Service Portal and the district and commune-level "one-stop" electronic information system.

The rate of online public service applications has reached 70.87%, while 88.11% of administrative records, documents, and results processed at "one-stop" service offices at the district level have been digitized, stored, and reused. Additionally, 100% of Party cells under the district’s Party Committee have adopted the Yen Bai Provincial Digital Party Member Handbook platform, over 70% of district-level meetings are conducted online, and all district-level meetings have eliminated paper documents.

In the digital economy sector, all OCOP products and specialty goods from Van Yen are available on e-commerce platforms and social media networks. Online transactions have significantly increased, with e-commerce and digital trade accounting for 50% of the district's total retail revenue.

Additionally, 100% of businesses in Van Yen District use electronic invoices, digital signatures, electronic tax registration, tax declaration, and electronic tax payment. All businesses, cooperatives, individual business households, restaurants, and hotels have adopted cashless payment platforms, utilizing QR code scanning through banks for electronic transactions. The percentage of adults using digital payment platforms has reached 87%.

Significant progress has also been made in developing a digital society. Van Yen has processed 101,274 level-2 digital identity accounts, activating digital identification for 78,958 individuals. More than 56,000 people have installed the Yen Bai Digital Citizen (YenBai-S) application. Security cameras have been installed in all 25 communes and towns, while 164 out of 172 village and neighborhood cultural houses now offer free Wi-Fi access.

Currently, all LAN networks and computers in government agencies, organizations, and localities in Van Yen District are connected to a dedicated data transmission network. Every commune and town has fiber-optic Internet and 3G/4G mobile networks. Additionally, 94.2% of village and neighborhood cultural houses have Wi-Fi connectivity. To promote paperless meetings, tablet devices have been provided to members of the district’s Party Executive Committee and delegates of the District People’s Council.

Additionally, level-3 universal lower secondary education will be maintained in 115 out of 168 communes, wards, and townships.

In 2025, the province has set a target to create employment for 20,000 workers, with a trained labor rate reaching 70.2%. Of this, the proportion of workers receiving training for three months or longer and obtaining certificates or diplomas is expected to reach 40.1%. Additionally, Yen Bai aims to recruit and train 18,000 new vocational trainees and transition 7,000 workers from agricultural to non-agricultural sectors.
