The 19th Provincial Party Congress of Yen Bai for the 2020–2025 term identified the establishment of cultural villages, hamlets, and neighborhoods as one of the 19 key socio-economic development targets for the 2020–2025 period. The Provincial Steering Committee for the "All People Unite to Build Cultural Life" movement considers this a core criterion in advancing the cultural development initiative.

Mobilizing the population to develop cultural and sports facilities has garnered enthusiastic support from citizens and investment from various levels of government. Over the past year, with state funding and social contributions, localities have actively constructed cultural and sports infrastructure at the grassroots level, including community cultural houses at the commune, village, and neighborhood levels.

The province currently has 1,493 cultural houses, including 161 out of 173 communes, wards, and townships equipped with cultural houses (93%). Additionally, 1,332 out of 1,356 villages, hamlets, and neighborhoods have cultural houses (98%). Four out of 23 wards and townships (17%) have been recognized as civilized urban areas: Mau A Town (Van Yen District), Yen Binh Town and Thac Ba Town (Yen Binh District), and Co Phuc Town (Tran Yen District).
It is estimated that by 2024, over 73% of villages, hamlets, and neighborhoods will be designated cultural areas.
