YBO - Yen Bai province is home to 1,347 Agent Orange/dioxin victims eligible for State allowances, including 735 ex-revolutionaries and their 612 children who were directly exposed to AO/dioxin. There are 26 cases in the third generation.

Over the past years, the provincial Association of AO/Dioxin Victims has held activities in support of victims, including joining in the organisation of a gathering of 200 outstanding delegations on the occasion of the 55th anniversary of AO disaster in Vietnam, launching an emulation campaign "For AO victims”, honouring benevolent women for AO victims, collecting signatures to support the victims’ fight for justice, and rewarding individuals and organisations for their care for victims.
So far, 7 out of 9 districts, townships and city in Yen Bai have set up associations of AO/dioxin victims with 68 chapters at grassroots level, which have become a common house of victims which was trusted by Party units and authorities.
The provincial-level association has also played a crucial role in calling on socio-political mass organisations in and outside the province to raise funds for AO victims, build houses for poor victims at a cost of over 1.7 billion VND.
Thanks to support of the provincial Party Committee, People’s Council, People’s Committee, Vietnam Fatherland Front, Fund for the Poor, officials, individuals and businesses, 427 houses worth over 13.7 billion VND have been built for ex-revolutionaries and AO victims.
Moreover, local victims also received gifts during New Year, holidays, Day for Vietnamese AO Victims (August 10). They are also provided with training in agricultural techniques, and loans for economic development.
The association partnered with charity organisations and local hospitals to offer free health check-ups, medicines and treatment to hundreds of poor victims. All local victims have received free health insurance cards and monthly allowances.
The association’s activities will be geared towards victims in remote and mountainous areas, making it easier for them to access the State's support policies and ensuring their legitimate rights. It will also actively join activities to support the struggle to demand the US to deal with the consequence of toxic chemicals it sprayed in Vietnam during the war.

In the 2024 - 2025 school year, Mu Cang Chai is focusing on advancing the "Digital School" initiative, implementing AI technology across educational activities, and applying a variety of teaching methods, including online, hybrid, and inter-level, inter-school teaching formats tailored to the region’s practical needs.

Recently, Yen Bai province has faced concerning reproductive health statistics, with the pregnancy rate among women aged 15-19 reaching 15.5% in Mu Cang Chai district and 9.6% in Van Chan district. Home births remain prevalent, with 63.1% occurring in Mu Cang Chai and 13.5% in Van Chan.
