Encouraging mountainous residents to join voluntary social insurance

YBO - As a poor mountainous district with the majority of population being Mong ethnic minority group, Mu Cang Chai has worked hard to expand the coverage of voluntary social insurance with an aim to implement the Party's social welfare policies among ethnic minority communities.

Right at the beginning of 2021, along with giving advice to the district People’s Committee on measures to encourage participation in voluntary social insurance, the district’s Social Insurance Agency has actively coordinated with communes and townships in making a list of potential people to be encouraged to join social insurance.

The targeted group is people at working age with stable income, relatives of communal officials, and teachers. The role and humanity meaning of voluntary social insurance policies have been popularised, along with the premium level, payment method and benefits.

Nguyen Thi Oanh, a staff of the agency said that when encouraging people to join the insurance, she and her colleagues focus on telling them about benefits they can enjoy when they get old, and give specific examples of people who have received the benefits.

"We have to be patient as some can understand right away, but some need a lot of consultation before joining,” said Oanh.

The district Social Insurance Agency has worked closely with local departments, agencies and political-social organisations to hold meetings to popularise voluntary social insurance policies. The meetings have been organised flexibly in time and venue, using both Vietnamese and Mong languages. Particularly, heads of villages and hamlets as well as prestigious people in the community have been helpful in popularising benefits of voluntary social insurance.

Apart from direct communications, the agency has diversified its popularisation methods by using mobile loudspeaker system, billboards, posters, banners, and leaflets, and setting up communications posts at local markets and fairs.

Thanks to the efforts, as of the end of November, 593 more local residents had joined voluntary social insurance, fulfilling over 88 percent of the yearly target, contributing to help locals access the Party and State’s social welfare policies.

Recently, Yen Bai province has faced concerning reproductive health statistics, with the pregnancy rate among women aged 15-19 reaching 15.5% in Mu Cang Chai district and 9.6% in Van Chan district. Home births remain prevalent, with 63.1% occurring in Mu Cang Chai and 13.5% in Van Chan.
