“Three breakthroughs” boost Yen Bai’s development

YBO - The significance of 2019 was defined by the Yen Bai provincial Party Committee through the promulgation of Action Programme No.144/CTr/TU on Feruary 15, 2019, under the theme of “Promoting three strategic breakthroughs: actively attracting investment, boosting entrepreneurship, and implementing rapid and sustainable poverty reduction”.

With strong determination, the provincial People’s Committee spared no efforts to realise the three strategic breakthroughs: administrative reform, human resources development, and infrastructure investment.

Intensifying administrative reform

The province focused on streamlining the apparatus and payroll of administrative agencies and non-business units, while completing procedures to submit to the Government and the National Assembly Standing Committee for approval of a project arranging administrative units at provincial and district levels in the 2019-2021 period, along with another on establishing Son Thinh town in Van Chan district. 

The province also continued implementing effectively the plan for State administrative reform in 2019, focusing on improving the provincial competitiveness, administrative reform, locals’ satisfaction, and administrative management efficiency.

From April 1 to December 2019, the province handled 99.97 percent of administrative documents on time or ahead of schedule thanks to its connection to the national public portal. The rate of locals satisfied with services reached 99.99 percent.

The province is also building a project on smart city and e-government for 2019-2021, with orientations to 2025. It has taken measures to improve business and investment environment, raise local competitiveness, and develop mechanisms and policies to create a healthy environment for all economic sectors.

Improving human resources quality

Yen Bai has focused on developing education-training, vocational training, and high-quality human resources to meet the labour market’s demand. The education and training sector has undertaken fundamental and comprehensive reform with a focus on improving the quality of mass education, maintaining the rate of education universalisation at all levels, and providing career orientations for high school students.

The province has also taken measures to improve the quality of human resources in association with labour restructuring as well as building plans for vocational training, job generation, and shifting labour structure from agriculture to non-agriculture.

In 2019, it generated jobs for 20,500 workers, surpassing the yearly target by 2.5 percent and up 11.7 percent compared to 2018. As many as 5,300 workers shifted from agriculture to non-agriculutre. The province provided vocational training for over 30,000 workers, up 76.4 percent against 2018. The rate of trained workers was estimated at over 60 percent.

In 2019, Yen Bai continued implementing effectively the training of young officials, including women and those from ethnic miniroty groups.

Investing in infrastructure development

In 2019, Yen Bai prioritised investment to building socio-economic infrastructure and speeding up major projects in transport infrastructure, urban building, and rural development.

The total investment for this field in 2019 was estimated at 15 trillion VND (645.9 million USD), a year-on-year rise of 35.8 percent. Of this, the State budget made up over 31 percent, down 0.16 percent year-on-year. 

Many key projects were put into operation, creating a basis for socio-economic development, such as Hoa Ban road, Bach Lam and Tuan Quan bridges, and most recently Co Phuc bridge.

The province prioritised developing rural transport and implemented the rural transport development project for 2011-2015 and 2016-2020. So far, it has built over 1,247km of concrete roads.

Twenty-three communes in Yen Bai was recognised as new-style rural areas in 2019 thanks to transport infrastructure improvement. So far, the province has counted 69 new-style rural communes, making up 43.3 percent of the total.

The institutional system, human resources, and infrastructure play a crucial role in spuring local socio-economic development. The creativity, strong determination, and concerted efforts of the provincial People’s Committee also brought about significant changes. The strong foundation of 2019 will create a new momentum for 2020.

Since 2021, Yen Bai Province has allocated over 600 billion VND from its budget and socialized resources to implement digital transformation initiatives, focusing on information technology infrastructure and related projects.

In May 2024, Yen Bai provincial leaders handed over the Decision on Investment Policy Approval to Honna Hitoshi, Chairman and CEO of Erex Group.

As a mountainous province located deep inland, Yen Bai boasts significant potential for development. The province is rich in mineral resources with hundreds of mining sites, complemented by breathtaking natural landscapes. Additionally, Yen Bai has planned several concentrated commodity production zones.

Youth union members assist residents of Nam Cuong Ward, Yen Bai City, in scanning QR codes for the AI digitalization project of historical sites, including temples, pagodas, and communal houses in the area.

According to the self-assessment results for the 2024 Digital Transformation Index, Yen Bai City achieved a total score of 909.5 out of 1,000 points based on the Digital Transformation Evaluation Index for provincial departments, agencies, districts, towns, and cities in Yen Bai Province.
