The district aims to fully disburse both the remaining funds from the 2024 budget and the entire allocated budget for 2025.

To achieve this goal, Van Chan will enhance the role and accountability of key officials and mobilize collective intelligence in executing the NTPs to ensure tangible and effective results. The focus remains on improving the material and spiritual well-being of residents and enhancing the district’s happiness index.

The district will also intensify efforts to mobilize and integrate resources, ensuring efficient use of NTP funds alongside other legitimate funding sources. Investments will be prioritized to avoid scattered and overlapping expenditures, minimize waste, and prevent outstanding construction debts.

Furthermore, Van Chan aims to improve the preparation and disbursement process for projects under the NTPs and the Economic Recovery and Development Program. The district will ensure that allocated funds for 2025 are utilized promptly upon approval, preventing situations where projects receive funding but fail to meet disbursement conditions or fall short of planned disbursement targets.

In 2025, Van Chan will focus on effectively implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2022–2025 period. The district will accelerate investments in clean water and irrigation infrastructure to support both agricultural production and local livelihoods. Additionally, efforts will be made to proactively resettle communities, raise awareness, and complete the relocation of households from areas at risk of flash floods, landslides, and other natural disasters.

The district will also prioritize housing support, residential and agricultural land allocation, vocational training, job creation, and career transitions for rural workers. Sustainable livelihood programs will be expanded to help impoverished, near-poor, and disadvantaged households stabilize their living conditions, increase productivity and income, and ultimately escape poverty. These efforts aim to reduce development disparities and improve overall quality of life compared to lowland areas.
