Enhancing the effectiveness of fire prevention and fire fighting in the recent situation

YBO - In recent years, the Provincial Fire Prevention and Fire Fighting (FPFF) and Search and Rescue (SAR) Department, the Provincial Police, has timely and effectively implemented FPFF and SAR tasks, contributing to ensuring public order and security, preventing, and minimizing fires and explosions across the province.

Every year, the Provincial FPFF and SAR Departments give advisory to the Provincial Police to submit proposals to the Provincial People's Committee (PPC) to develop, issue documents, plans, and directives related to FPFF and SAR work throughout the province; and advises the Provincial Police to prepare and issue hundreds of reports, official letters, plans, and proposals regarding FPFF and SAR work.

In 2024, the Department assisted the Provincial Police in advising the Provincial People's Committee to successfully organize the FPFF and SAR skills competition "FPFF and SAR Family Group" in Yen Bai Province. The department also participated in the second round which was held in the first region at Thai Nguyen Province.

In the first six months of the year, the Provincial FPFF and SAR Departments received and conducted fire safety inspections for 62 projects; issued 57 approval documents, 5 fire safety inspection reports; reviewed 82 fire safety design files; and issued 31 permits for the transportation of hazardous and flammable materials.

The Provincial FPFF and SAR Police force has recorded 1,455 cases of guidance and inspection at various establishments; issued 30 administrative violation reports in the field of fire prevention and fighting, with fines totaling 14.9 million VND.

Regarding the development of the campaign "All People participate in FPFF”, the Provincial FPFF and SAR Departments have consistently focused on raising fire safety awareness in agencies, organizations, schools, and households. It has actively developed the "4 tại chỗ” (four-on-the-spot) force and expanded local family groups and model public firefighting stations.

In the first six months of 2024, the Provincial FPFF and SAR Departments coordinated the organization of 16 FPFF courses and issued 1,571 certificates of firefighting training. It also organized 2,087 sessions to disseminate knowledge about laws and provide firefighting and rescue training throughout the province, attracting over 103,000 participants.

In addition, the Departments organized forces and equipment to ensure fire safety and rescue at key sites and projects, as well as at important political, cultural, and social events. It also conducted firefighting and rescue skills assessments for leaders, commanders, officers, and soldiers directly involved in firefighting and rescue operations.

In addition, the Departments have organized professional FPFF and SAR training for the Mobile Police Force, newly recruited officers of the Yen Bai Provincial Police, and new conscripts of K02 under the Ministry of Public Security. It also coordinated the implementation of 15 local firefighting plans and ensured that forces and equipment were ready for forest fire prevention during the dry season of 2023–2024. 

Thanks to proactive, positive, and timely coordination in firefighting and rescue efforts, no major fires have occurred in the province in recent times.

In the coming period, the department will continue to strictly and effectively implement directives from higher authorities while increasing inspections of fire prevention and fighting efforts in residential areas, households, houses that combine living and business purposes, and rental accommodations throughout the province. It will maintain a 24/7 standby force to ensure timely and effective response to fires, explosions, incidents, and accidents.
