The task to design the Yen Bai master planning scheme for the 2021-2030 period with a vision to 2050 was approved by the Prime Minister following Decision No. 1421/QD-TTg dated September 17, 2020.

The planning scheme highlights five strengths that Yen Bai should exploit to boost the province's economic development, including its strategic position in the northern midland and mountainous region and the centre of the Kunming-Lao Cai-Hanoi-Hai Phong-Quang Ninh economic corridor.

Based on existing advantages and future potential, the planning scheme identifies four pillars of economic growth - processing and manufacturing industry; tourism; services; and agriculture and forestry. Of which, the processing-manufacturing industry is identified as the main driving force for the province's economic growth.

Regarding the development scenario, the province chose the fast-growth scenario, with annual GRDP growth reaching 8.5% on average. In 2030, the proportion of the agro-forestry- fishery sector in the GRDP is expected to stand at 14.8%, while that of the industry - construction sector is hoped to reach 39%, and the service sector 41.5%. With this scenario, the province needs 280 trillion VND (11.91 billion USD) in investment capital.

To this end, the planning scheme points out the need to turn Yen Bai city and its vicinity and Nghia Lo township and its vicinity into the province’s driving forces, along with the formation of three economic regions - the central economic region, the eastern economic region, and the western economic region.

The planning scheme also includes the development of four growth pillars - processing and manufacturing industry, tourism, services, and high-tech agriculture, along with six connectivity axes namely Noi Bai - Lao Cai Expressway; National Highway 32 vertical axis; Highway 70's longitudinal axis; National Highway 32D, the route connecting Noi Bai - Lao Cai Highway with Ha Giang (CT12); and Muong La - Mu Cang Chai - Van Chan - Van Yen axis - provincial roads No.166, 164, 171; and National Highway 37.

The province will also implement 12 breakthrough ideas, including three on industrial development, three on tourism promotion, three on trade and service expansion, and three on agricultural development, together with 174 prioritised investment projects.

Under the master planning scheme, Yen Bai aims to become a relatively developed province by 2030 with forestry and agriculture applying modern science and technology with close combination with processing industry and tourism.

It will strive to become the country’s model province in forestry development and sustainable poverty reduction. It will focus on developing high-quality human resources, ensuring environmental sustainability, preserving and promoting the national identity and cultural beauty of the ethnic groups, and firmly maintaining national defence – security, external relations, political stability, social order and safety./.
