YBO - Under the second phase of the Forest and Farm Facility (FFF) funded by the United Nations Food and Agriculture Organisation (FAO) in the northern province of Yen Bai, the provincial Farmers’ Union in collaboration with the Department of Agriculture and Rural Development and the provincial Forest Protection and Development Fund piloted a model of assigning forest protection for residential communities in Tan Phong and Dong Ke villages in Tan Nguyen commune, Yen Binh district.

Chosen for the pilot model, Tan Phong village has elected a community-based forest management committee, established forest protection teams, built working regulations and mechanisms regarding the use and management of forest environment service fees.

So far, Tan Phong has two forest protection teams and 195 households joining in the protection and management of nearly 100ha of protective forests. Hoang Ngoc Tuan, head of Tan Phong district’s community-based forest management committee, said the allotment of forest protection for residential communities has enabled residents to join in the effort, share benefits and responsibilities, especially using fees from forest protection in an effective, open and transparent manner.

It has also helped with the discovery and prevention of forest destruction behaviours.
Luu Van Chien from Dong Ke village said this year, the village has contracted for protecting 100ha of forests. Its households hold patrols as scheduled and actively join in fighting forest fire in the principle of ‘four on site”, discover and denounce cases of illegal exploitation and trade of forestry products, thus helping protect forests better.

On "Saturday with residents”, leaders and locals of the two villages plant over 1,100 black and white canarium trees on poor forest soil under the FFF funded by the FAO.

Proceeds from forest environment services were used to buy equipment for weekly and monthly forest patrols and for the community’s common purposes instead of raising from the public for public works.

Chairman of the Tan Nguyen communal People’s Committee Sach Van Mui said the model has proved effective, helping local residents and officials improve their capacity, awareness and skills of forest protection. The commune will spread the model to four more villages with an area of over 400ha.

Under the FFF, the provincial Farmers’ Union also assisted a small project with the cultivation of over 1,000 black and white canarium trees in Tan Phong and Dong Ke villages. It also offered suitable support for members in forest-based economic development, contributing to improving lives and sustainably reducing poverty.
