To accomplish this goal, based on the provincial schedule, localities develop a specific planting schedule for each ecological sub-region.

The province will make most of land and water sources, mobilise all planting resources in accordance with the set schedule, build a specific plan for disease prevention, well prepare all conditions to respond in case of natural disasters or epidemics, inspect and operate irrigation works before the rainy season, and dredge and repair canals to ensure water supply for irrigation.

In addition, localities direct the farmers’ associations to join cooperatives and cooperative groups to create consensus in production linkages following the value chain, use a suitable rice variety structure by increasing the proportion of rice varieties with high yield and quality, which are resistant to diseases and unfavorable external conditions.

Yen Bai also encourages the application of intensive farming methods, uses fertilisers in a balanced manner, guides local people to use organic fertilisers, promote the application and transfer of technical advances, apply advanced farming methods, build a "one-variety field" model, and increase rice production with quality certification.
