Following the significant damage caused to agricultural production by the effects of the storm circulation of Typhoon No. 3, which impacted the sector's growth plans, the Department of Agriculture and Rural Development has advised the provincial authorities on directives and guidelines for localities to address and recover from these losses.

The Department of Agriculture and Rural Development has developed Plan No. 01/PA-SNN to implement synchronized solutions for restoring agricultural production, aiming for an agricultural growth target of over 5.5% this year.

First, the Department has issued directives and specific technical guidelines for various sectors, including crops, livestock, aquaculture, and forestry. These guidelines aim to coordinate with localities in assisting farmers in recovering damaged crops, livestock, and water bodies. Additionally, they will conduct reviews of vacant land and empty livestock facilities to guide residents in expanding the cultivation of crops and livestock during the winter season, thereby contributing to increased production of crops, livestock, and harvested timber from planted forests.

Second, the department is urgently coordinating with localities and enterprises to compile demand for seeds and agricultural supplies. This support will ensure that residents can timely plant crops to achieve high yields and production levels within the appropriate planting seasons.

Third, the department will direct, urge, and guide localities to promptly and effectively implement agricultural production support policies from the central government and the province in response to the impact of Typhoon No. 3. Additionally, they will continue to promote and guide residents in registering for support to develop agricultural, forestry, and aquaculture production during the third phase of 2024, in line with the agricultural, forestry, and aquaculture development support policies in Yen Bai province for the 2021–2025 period.

Fourth, the department will expedite the repair and reinforcement of irrigation works, enhance safety inspections of reservoirs, dams, and irrigation channels to ensure adequate water supply for the winter-spring production season of 2024-2025. Furthermore, they will continue to propose to the provincial authorities the allocation of funds for the repair and upgrading of severely damaged irrigation infrastructure to facilitate production recovery efforts.
