Duy introduced the potential and strengths of Yen Bai province while expressing his view that cooperation should be mutually beneficial for the well-being of the people, contributing to the common development of the Vietnam-France relationship. He also talked about key aspects of cooperation between Yen Bai and Val-de-Marne, highlighting the agreements signed between the two localities, which is considered a 'model' in decentralised cooperation.
He wished to further develop cooperative ties with Saint Ouen city and introduced areas of strength in which Yen Bai province could prioritise cooperation, such as multi-purpose forestry development, emission reduction and climate change adaptation.
Yen Bai also hopes to receive support from Saint Ouen in training in the fields of education, health care and vocational training, he said.

On the occasion, he invited Mayor of Saint Ouen Karim Bouamrane to arrange a working visit to Yen Bai province to share their cooperation experience and provide support in areas where both sides have strengths.
At the end of the meeting, both sides reached high consensus on assigning focal points in their respective localities to promptly step up and implement cooperation agreements as soon as possible. They viewed this as a significant milestone in their bilateral cooperation, and it holds special significance as it coincides with the 50th founding anniversary of Vietnam-France diplomatic ties.
At a working session with AVSE Global, Duy thanked the association for its contributions over the past years, especially their support for the highland district of Mu Cang Chai. He wished that AVSE Global would continue with various activities in the area to improve the living conditions of local people.
The Vietnamese official informed the host about Yen Bai's development master plan for the 2021-2030 period with a vision toward s2050; viewpoints, goals, visions, development scenarios and growth pillars, as well as the list of projects, priorities for investment attraction for the 2023-2025 period with a vision until 2030. He expressed his desire to continue cooperation with AVSE Global across various areas, especially in fields of local strengths.

Working with the Vietnamese Embassy in France, Duy provided information about operations of foreign-invested enterprises (FDI) in Yen Bai, the progress and implementation of projects funded by official development assistance (ODA) and concessional loans from various international donors in the province. He also talked about the export-import activities between Yen Bai and France, cooperation between Yen Bai and Val-de-Marne, and between Yen Bai and Chevilly - Larue city.
He suggested the embassy connect and introduce projects and sources of support to enhance the province's capacity for natural disaster prevention and climate change adaptation. He also asked for the embassy's support in exporting some of the province's signature products to France, including wood and wooden furniture, cinnamon and cinnamon-based products, resin and packaging materials.
On behalf of local leaders, Duy extended an invitation to the Ambassador and the staff of the Embassy to visit Yen Bai in the near future.
