Yen Bai calls for more foreign non-governmental aid

YBO -Vice Chairman of the People’s Committee of Yen Bai province Ngo Hanh Phuc, who is also President of the Union of Friendship Organisations in Yen Bai, has called for more support to the locality in accessing new non-governmental assistance at a meeting with the Party delegation to the Vietnam Union of Friendship Organisations (VUFO).

Yen Bai has maintained cooperation and friendship with a number of foreign cities and provinces, including Vientiane and Xayabury provinces of Laos, Val-de-Marne province of France, Yunnan province of China and Mimasaka city of Japan.

For the external information service, the province has paid attention to promoting tangible and intangible cultural values of local ethnic minority groups.

A total of 32 foreign non-governmental organisations (NGOs) have been licensed to establish representative offices and operate in Yen Bai in line with relevant regulations, of which 11 are running programmes, projects and non-project aid.

Last year, the locality counted 47 programmes, projects and non-project activities with 4.4 million USD disbursed.

Currently, 34 programmes, projects and non-project aid are being launched in Yen Bai, with total commitments amounting to over 15.29 million USD.

Of the projects and non-project aid, 12 were approved and received in the first seven months of this year, with 1.7 million USD. They are financed by 11 NGOs, two foreign firms, two foreign localities and three embassies.

The NGOs have followed Vietnam’s legal regulations on the management and use of aid, and none of them have shown complicated operations and taken advantage of humanitarian activities for political, religious, democratic and human rights purposes.

Nguyen Phuong Nga, Secretary of the Party delegation and VUFO President, lauded Yen Bai’s efforts in external affairs and assistance attraction, and asked the locality to learn from adjacent provinces’ activities and models in this regard, organise workshops with the provinces with which it has set up cooperative ties, and roll out mechanisms and policies in support of the provincial Union of Friendship Organisations.

For his part, Phuc suggested the VUFO to continue encouraging the foreign NGOs operating in Yen Bai to expand their operations and increase their aid, and creating conditions for Yen Bai to engage in working visits of the Committee for Foreign Non-Governmental Organisation Affairs (COMINGO) and the VUFO./.
