Yen Bai strives to reduce 4.04 percent of poor households in 2022

YênBái - In 2022, Yen Bai province aims to reduce the poverty rate by 4.04 percent compared to that of the previous year, equivalent to 8,698 households (an increase of more than 3,000 households).

To achieve this goal, the province has required localities to make specific and feasible plans based on the actual situation, causes of poverty and needs of each poor household.

According to the new multidimensional poverty measure (MPM), in 2021, there were 39,721 poor households in the province, equal to nearly 4 times of that of the old MPM.

The reason for this large disparity is that the MPM for the 2022 - 2025 period stipulates that the identification of poor households must meet two deficiency criteria in terms of income, as well as the deprivation in three indicators measuring basic social service deficiency.

Therefore, the number of poor households increases. Many households, that claimed to escape from poverty in previous years, are defined as poor but when applying the new standard.

In Yen Bai, the main causes of poverty are not having production capital (41.3 percent), lack of land (21.9 percent), lack of knowledge (18.06 percent), and lack of labour skills (21.6 percent). The basic social service shortage is mainly in employment, health insurance, hygienic toilets, housing quality, and dependents.

In order to achieve the set goal, along with lessons learned from poverty reduction in the previous period, the province continues to assign 52 departments, agencies, associations and mass organisations to assist 960 poor households in 59 extremely disadvantageous communes and five communes with extremely underprivileged villages to escape from poverty; while promptly implementing support policies so that the poor can access basic social services, thus helping ensure social security policies, gradually improve living conditions, and the quality of life of local households.

Attention will be paid to implementing solutions to increase access to employment services (the dimension is added in the new standard), with a goal of 100 percent of workers from poor and near-poor households, or that just escaping from poverty, receiving support in vocational training and job recruitment.

At the same time, the province will intensify the implementation of livelihood diversification, help poor and near-poor households develop production and increase income, and raise awareness of the whole society on sustainable poverty reduction, and encourage locals to get rich by themselves.
