Yen Bai approves housing development programme to 2030

YênBái - Decision 1357/QD-UBND by the provincial People's Committee on approving the Housing Development Programme in Yen Bai by 2020, with a vision to 2030, has identified housing development as the task of Party committees, authorities, social community and people.

According to the Decision, in Yen Bai city’s central area and the districts of Tran Yen and Van Yen, concentrated residential areas are formed along roads linking to the Noi Bai - Lao Cai Expressway, and the national roads 32C, 37 and the provincial road 163. 

Particularly in Yen Bai city, priority is given to developing housing under projects with planned synchronous technical and social infrastructure to create a highlight in the urban space.

In the eastern areas of Yen Binh and Luc Yen districts, concentrated residential areas will be taken shape along roads linking to the national road 70, the provincial road 170, especially in locations close to ecotourism development sites. In other areas, housing development must be in line with available infrastructure and local customs. 

Meanwhile, in the western areas of Nghia Lo town and the districts of Van Chan, Mu Cang Chai and Tram Tau, concentrated residential areas will be developed in convenient locations to connect with the national highways 32, 37 and existing transport routes.

The development of separate houses will be harmonized with the formation of small and medium-sized residential areas. 

Meanwhile, in some areas, attention will be paid to housing development in the direction of preserving traditional culture and architecture of ethnic minorities.
The total investment for housing development in Yen Bai is estimated at over 6.4 trillion VND in the 2018-2020 period, over 19.7 trillion VND in the 2021-2025 period, and over 24.6 trillion VND in 2026-2030. 

In the 2018-2020, the total land fund for housing development is about 243.4 ha, of which 239.7 ha is for commercial housing development; 3.1 ha for social housing development; 0.6 ha for developing housing for boarding and semi-boarding ethnic minority students, and houses for teachers. In the periods of 2021 - 2025 and 2026 - 2030, the total land fund for housing development in the locality is about 800 hectares, mainly focusing on commercial housing development.

In 2020, Yen Bai strives to have 47 percent of permanent houses and 38 percent of semi-permanent houses. The rate of non-permanent and simple houses are expected to stand at 10 percent and 5 percent, respectively.

By 2025, the average housing area in the locality is hoped to reach 24.6 sq.m per head, and the minimum per capital area will be at least 10 sq.m. Meanwhile, the rates of permanent and semi-permanent houses are expected to reach 55 percent and 37 percent respectively. 

The province aims to have 60 percent of permanent houses and 35 percent of semi-permanent houses by 2030. The average housing area is expected to reach 28.3 sq.m.
