Since 2017, the province has implemented the clean water programme funded by the World Bank to help more people in the locality have access to clean water and improve rural sanitation, which aimed to build 26 concentrated water supply works. By 2020, 19 works were completed, supplying water for more than 7,000 households in Dong An, Hung Khanh, Phong Du Thuong, Y Can, Yen Phu, and Cat Thinh communes. In 2021, the province aims to build the rest seven projects to meet the programme's objective of providing clean water to 11,185 households in the locality.

Tran Yen is the first district in the Northwest region to meet new style rural area standards, with the Bank of Social Policies contributing greatly through providing loans to help thousands of households escape poverty and have clean water and latrines. Currently, over 900 households in the district have borrowed more than 18 billion VND to build hygienic clean water works.

According to the Yen Bai Department of Agriculture and Rural Development, all concentrated water supply works built in 2018-2020 are rigorously tested to ensure the quality of water meet the national technical quality standards issued by the Ministry of Health.

Nguyen Thanh Hai, Director of the Yen Bai branch of the Bank for Social Policies, said that during the 2006-2020 period, the bank was assigned 353 billion VND in capital and lent 749 billion VND to 64,992 households in rural areas. The said loans were used to invest in building and repairing 60,974 clean water and 60,181 standard sanitation works.

Due to good communication work as well as inspection and supervision, most borrowers have repaid their loans in due dates.

As of December 31, 2020, the total outstanding loans under the clean water programme in the whole province was 352 billion VND, with 21,810 borrowers. In the first 6 months of 2021, 4,599 households put into use 4,599 clean water works, raising the ratio of households in Yen Bai rural area having access to clean water to 90 percent.
