Yen Bai Party Committee issues action programme on water security, dyke, reservoir safety

The Party Committee of Yen Bai province recently issued Action Programme No. 121-CTr/TU to implement the Politburo’s Conclusion No. 36-KL/TW dated June 23, 2022, on ensuring the security of water sources and safety of dykes and reservoirs by 2030, with a vision to 2045.

Under the document, Yen Bai is striving to have 91% of urban households and 25% of rural homes with access to standard clean water by 2025, basically address the shortage of water for daily life and production, especially in extremely difficult communes and ethnic-inhabited areas; and to basically repair and upgrade so as to ensure the safety of dykes and reservoirs that are damaged or degraded and not capable of resisting floods as designed.

It also strives to ensure 80% of large reservoirs are controlled and monitored to maintain the minimum flow in river basins; 50% of the Thao and Chay rivers have automatic and online monitoring systems; 100% of operating industrial parks and export processing zones have a centralised wastewater treatment system; and 10% of the total wastewater is collected and treated to meet technical standards and regulations before being discharged into the environment.

By 2030, Yen Bai will be able to balance the water supply to serve people’s lives and socio-economic development, have all of its households in urban areas and over 50% of households in rural areas able to access clean water; complete the system of water regulation and water storage works in large river basins; complete the repair and upgrade of damaged, degrading dykes and reservoirs; and proactively respond to natural disasters and climate change.

By 2045, the province can hold the initiative in water supply to serve local people's livelihoods and socio-economic development; ensure over 80% of rural households have access to clean water; have long-term forecasts and warnings to deal with pollution, degradation and depletion of water sources, and to respond to natural disasters and climate change; and control and deal with the degradation and pollution of water sources in river basins and irrigation works.
